Medical Registration (Amendment) Regulations 2004
In exercise of the powers conferred by section 70 of the Medical Registration Act, the Singapore Medical Council, with the approval of the Minister for Health, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Medical Registration (Amendment) Regulations 2004 and shall come into operation on 31st December 2004.
Amendment of regulation 16A
2.  Regulation 16A(1) of the Medical Registration Regulations (Rg 1) (referred to in these Regulations as the principal Regulations) is amended by inserting, immediately before the definition of “continuing medical education point”, the following definition:
“ “active practice” means the practice of medicine, whether on a full-time or part-time basis, or as a locum;”.
Amendment of regulation 16D
3.  Regulation 16D of the principal Regulations is amended by inserting, immediately after paragraph (2), the following paragraphs:
(2A)  A registered medical practitioner who is not in active practice shall not be entitled to rely on any of the lower continuing medical education points specified in items 11 and 12 in the Third Schedule for the renewal of his practicing certificate unless —
(a)he has filed a declaration in the form set out in the Fourth Schedule with the Medical Council; and
(b)the Medical Council has granted its approval for him to so rely on such lower continuing medical education points.
(2B)  A registered medical practitioner referred to in paragraph (2A) may resume active practice only if he satisfies the requirements specified in item 13 in the Third Schedule.”.
Amendment of Third Schedule
4.  The Third Schedule to the principal Regulations is amended by inserting, immediately after item 10, the following items:

The period of 2 years immediately preceding the year in which the current practising certificate expires
12.Practitioner, who is not in active practice, applying to renew a practising certificate which is valid for 12 months
10 points
The period of one year immediately preceding the year in which the current practising certificate expires
13.Practitioner (referred to in item 11 or 12), who is not in active practice but who wishes to resume active practice.
12 points
50% of the requisite continuing medical education points from Category 1 activities (as published on the Council’s Internet Website)
The period of 6 months immediately preceding the date on which the practitioner resumes active practice.”.
New Fourth Schedule
5.  The principal Regulations are amended by inserting, immediately after the Third Schedule, the following Schedule:

Dear Sir/Madam
I wish to submit an application for lower compulsory CME requirements.
I declare that:
I am currently not actively practising and have no regular patient contact.
I will be ceasing active practice with effect from ____________ and will no longer have regular patient contact after that.
I undertake that in the event I should resume active practice anytime in the future, I will inform the Council immediately and in the 6-month period prior to resuming to active practice, I shall obtain:
(a)at least 12 CME points from Category 1 activities (i.e.: Category 1A, 1B, 1C); or
(b)at least 12 points from more than one CME category, of which 6 points must be from Category 1 activities.
