(Standard Chartered Singapore
Marathon 2019 — Exemption) Order 2019
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:
1.  This Order is the Road Traffic (Standard Chartered Singapore Marathon 2019 — Exemption) Order 2019.
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“designated road” means any road that is delineated in any map set out in the First Schedule;
“specified event” means the event known as the Standard Chartered Singapore Marathon 2019 organised by the specified person;
“specified person” means the company incorporated under the Companies Act (Cap. 50) as Ironman (Asia) Pte Ltd (UEN 200312491D).
Exemption for buggies
3.—(1)  Sections 10, 11, 12, 15, 29 and 91 of the Act, and the Rules specified in the Second Schedule, do not apply to, or in relation to, the use of a buggy on any designated road or part of any designated road during or in connection with the specified event for the period from 12 noon on 29 November 2019 to 12 noon on 1 December 2019, if all the conditions in sub‑paragraph (2) are satisfied.
(2)  The conditions mentioned in sub-paragraph (1) are —
(a)the buggy is driven by an individual —
(i)who is authorised by the specified person to drive the buggy; and
(ii)who possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
(b)the buggy is driven by the individual at a speed not exceeding 12 km/h;
(c)there is in force a policy of insurance insuring the owner of the buggy, and any other individual (as may be specified in the policy) who drives that buggy, jointly and severally against any liability which may be incurred by the owner of the buggy, or by that individual, in respect of the death of or bodily injury to any person caused by or arising out of the use of that buggy in Singapore;
(d)the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore;
(e)the specified person ensures that adequate safety and traffic management measures are put in place to ensure traffic safety and reduce the likelihood of injury to any participant of the specified event; and
(f)the specified person implements, within the time specified by the Authority in writing, any specific safety or traffic management measure relating to the use of the buggy that the Authority may require.
