Fire Safety
(Petroleum and Flammable Materials)
(Amendment) Regulations 2020
In exercise of the powers conferred by section 61 of the Fire Safety Act, the Minister for Home Affairs makes the following Regulations:
Citation and commencement
1.  These Regulations are the Fire Safety (Petroleum and Flammable Materials) (Amendment) Regulations 2020 and come into operation on 14 September 2020.
Amendment of regulation 2
2.  Regulation 2(1) of the Fire Safety (Petroleum and Flammable Materials) Regulations (Rg 7) (called in these Regulations the principal Regulations) is amended by inserting, immediately after the definition of “freight container”, the following definition:
“ “hazardous material” means any substance or article set out in the Third Schedule to the Road Traffic (Expressway Traffic) Rules (Cap. 276, R 23);”.
Amendment of regulation 25
3.  Regulation 25 of the principal Regulations is amended —
(a)by inserting, immediately after the word “petroleum” in paragraph (1)(a), the words “(other than diesel)”;
(b)by deleting the words “such number of persons as the Commissioner may direct” in paragraph (1) and substituting the words “6 persons, or any other number notified by the Commissioner under section 22(4)(a) of the Act”; and
(c)by inserting, immediately after paragraph (2), the following paragraph:
(2A)  The storage licensee must provide the Team with the following equipment:
(a)5 sets of firefighting suits;
(b)5 sets of firefighting helmets;
(c)5 pairs of goggles or 5 face shields;
(d)5 pairs of firefighting gloves;
(e)5 pairs of firefighting boots;
(f)5 sets of breathing apparatus;
(g)the requisite number and class of fire extinguishers in accordance with Singapore Standard 578:2012 — Code of Practice for Use and Maintenance of Portable Fire Extinguishers;
(h)one set of firefighting nozzle and hose;
(i)a first-aid kit;
(j)a foldable stretcher;
(k)a fire blanket;
(l)an automated external defibrillator;
(m)a loud hailer;
(n)4 walkie-talkies;
(o)where the premises are also used to store or keep any hazardous material —
(i)5 chemical suits;
(ii)5 pairs of rubber gloves;
(iii)5 pairs of rubber boots;
(iv)one set of hazardous material absorbent;
(v)one set of leak sealing devices for each type of hazardous material container stored or kept on the premises; and
(vi)one overpack drum of sufficient size to contain the largest hazardous material container stored or kept on the premises.”.
Amendment of regulation 29E
4.  Regulation 29E of the principal Regulations is amended —
(a)by deleting paragraph (1) and substituting the following paragraph:
(1)  The pipeline licensee for a licensed pipeline (other than a pipeline that conveys diesel) must establish and maintain an in-house Company Emergency Response Team (called in this regulation the Team) comprising 6 persons or such number of persons as the Commissioner may direct in any particular case.”;
(b)by inserting, immediately after the word “emergency” in paragraph (2), the words “that occurs anywhere along the licensed pipeline”; and
(c)by inserting, immediately after paragraph (2), the following paragraph:
(2A)  The pipeline licensee must provide the Team with the following equipment:
(a)5 sets of firefighting suits;
(b)5 sets of firefighting helmets;
(c)5 pairs of goggles or 5 face shields;
(d)5 pairs of firefighting gloves;
(e)5 pairs of firefighting boots;
(f)5 sets of breathing apparatus;
(g)the requisite number and class of fire extinguishers in accordance with Singapore Standard 578:2012 — Code of Practice for Use and Maintenance of Portable Fire Extinguishers;
(h)one set of firefighting nozzle and hose;
(i)a first-aid kit;
(j)a foldable stretcher;
(k)a fire blanket;

(o)where the pipeline licensee’s premises are also used to store or keep any hazardous material —

(v)one set of leak sealing devices for each type of hazardous material container stored or kept on the premises; and
(vi)one overpack drum of sufficient size to contain the largest hazardous material container stored or kept on the premises.”.
Amendment of Fourth Schedule
5.  The Fourth Schedule to the principal Regulations is amended —
(a)by inserting, immediately after item 7, the following item:
