(Scholarships, Bursaries and Awards)
(Amendment) Regulations 2022
In exercise of the powers conferred by section 35 of the Education Endowment and Savings Schemes Act 1992, the Minister for Education makes the following Regulations:
Citation and commencement
1.  These Regulations are the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2022 and come into operation on 7 October 2022.
Amendment of regulation 2
2.  In regulation 2 of the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (Rg 4) (called in these Regulations the principal Regulations), before the definition of “additional miscellaneous fees”, insert —
“ “academic award” means a scholarship, bursary or award mentioned in regulation 4(1)(a), (d), (e), (f), (g) or (h);”.
Amendment of regulation 4
3.  In regulation 4 of the principal Regulations, after paragraph (1), insert —
(1A)  To avoid doubt, except as otherwise provided in these Regulations, a pupil who satisfies the requirements for a scholarship, bursary or award under these Regulations is eligible for that scholarship, bursary or award despite —
(a)the pupil holding any other scholarship, bursary or award from the Ministry or any public or private body; or
(b)the pupil receiving any study grant or financial assistance from the Ministry or any public or private body.
(1B)  A pupil is eligible to hold only one academic award in an academic year.”.
Amendment of regulation 5
4.  In regulation 5(1) of the principal Regulations, after sub‑paragraph (a), insert —
(aa)the pupil is not the holder of any other academic award in that year;”.
Amendment of regulation 6
5.  In regulation 6 of the principal Regulations, replace paragraph (b) with —
(b)the pupil is not the holder of any other academic award in that year;”.
Amendment of regulation 7
6.  In regulation 7 of the principal Regulations, replace paragraph (b) with —
(b)the pupil is not the holder of any other academic award in that year;”.
Replacement of regulation 8
7.  Regulation 8 of the principal Regulations is replaced with —
Eligibility of pupils and award of Edusave Scholarships for Independent Schools on annual basis
8.  The Edusave Scholarship for Independent Schools is awarded each year to every pupil who satisfies all of the following requirements:
(a)the pupil is a citizen of Singapore;
(b)the pupil is not the holder of any other academic award in that year;
(c)the pupil is enrolled in an independent school —
(i)for the pupil’s secondary education only;
(ii)for the pupil’s secondary and pre‑university education; or
(iii)for the pupil’s pre‑university education only;
(d)the pupil has —
(i)passed the examinations conducted in that year by the independent school in which the pupil is enrolled, and stands among the 10% of all pupils in the pupil’s standard who have obtained the best aggregate scores in those examinations; or
(ii)if no examinations are conducted in that year by the independent school in which the pupil is enrolled, met the relevant course requirements of that year, as determined by the independent school;
(e)the pupil has attained at least a good grade for conduct in that year.”.
Deletion of regulation 12
8.  Delete regulation 12 of the principal Regulations.
Amendment of regulation 13
9.  In regulation 13 of the principal Regulations, replace “, as the case may be, an Edusave (Independent Schools) Scholar continues to be eligible to receive” with “or regulation 10 (as the case may be), an Edusave (Independent Schools) Scholar continues to hold”.
Amendment of regulation 20
10.  In regulation 20 of the principal Regulations, replace paragraph (c) with —
(c)is not the holder of any other academic award in that year;”.
Deletion of regulation 22
11.  Delete regulation 22 of the principal Regulations.
Amendment of regulation 23
12.  In regulation 23(1) of the principal Regulations, after sub‑paragraph (b), insert —
(ba)is not the holder of any other academic award in that year;”.
Deletion of regulation 25
13.  Delete regulation 25 of the principal Regulations.
Amendment of regulation 26
14.  In regulation 26(1) of the principal Regulations, after sub‑paragraph (b), insert —
(baa)is not the holder of any other academic award in that year;”.
Deletion of regulation 28
15.  Delete regulation 28 of the principal Regulations.
Amendment of regulation 30
16.  In regulation 30(1) of the principal Regulations, after sub‑paragraph (b), insert —
(ba)he is not the holder of any other academic award in that academic year;”.
Amendment of regulation 30A
17.  In regulation 30A of the principal Regulations, after sub‑paragraph (a), insert —
(aa)is not the holder of any other academic award in that academic year;”.
Amendment of regulation 35
18.  In regulation 35 of the principal Regulations —
(a)in paragraph (1), after sub‑paragraph (b), insert —
(ba)is not the holder of any other academic award in that year;”; and
(b)in paragraph (2), delete sub‑paragraph (aa).
