Road Traffic
(MetaSprint Series Singapore 2023 —
Exemption) Order 2023

In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:

Citation and period in force

1.—(1) This Order is the Road Traffic (MetaSprint Series Singapore 2023 — Exemption) Order 2023.

(2) This Order is in force for the period between 19 February 2023 and 5 March 2023 (both dates inclusive).

Definitions

2. In this Order —

“specified date” means —

(a)	for the specified roads in Map 1 set out in the Schedule — 19 February 2023; and
(b)	for the specified road in Map 2 set out in the Schedule — 5 March 2023;

“specified event” means —

(a)	the MetaSprint Series Singapore 2023 — Duathlon event organised by Tribob.com Pte. Ltd. on 19 February 2023 on or around the specified roads in Map 1 set out in the Schedule; or
(b)	the MetaSprint Series Singapore 2023 — Triathlon event organised by Tribob.com Pte. Ltd. on 5 March 2023 on or around the specified road in Map 2 set out in the Schedule;

“specified motor vehicle” means any motor vehicle other than the following motor vehicles:

(a)	a motorised personal mobility device;
(b)	a power‑assisted bicycle;
(c)	a motorised wheelchair;
(d)	a mobility scooter;
(e)	an automatic detection device that has wheels and a motor and is constructed to drive itself;
(f)	a robotic machine designed to move and operate independently of human control when the computer that controls it is programmed;
(g)	a motor vehicle that is constructed to drive itself;

“specified road” means any of the roads delineated by the black‑coloured lines in the maps set out in the Schedule;

“Tribob.com Pte. Ltd.” means the company incorporated under the Companies Act 1967 as Tribob.com Pte. Ltd. (UEN 200312749K).

Exemption for riding bicycle

3. Section 120(3) of the Act does not apply to an individual who rides a bicycle on a specified road on the specified date applicable to that specified road during the specified event under the following conditions:

(a)

the individual is registered with Tribob.com Pte. Ltd. as a participant of the specified event;

(b)

there is in force, at any time the bicycle is ridden in connection with the specified event, a policy of insurance in relation to the bicycle insuring against any liability in respect of —

(i)	the death of or bodily injury sustained by any person (other than the rider of the bicycle); and
(ii)	any property damage suffered by any person (other than the rider of the bicycle),

caused by or arising out of the use of the bicycle;

(c)

the risk under the policy of insurance mentioned in sub‑paragraph (b) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.

Exemption for driving specified motor vehicle

4. Section 120(3) of the Act does not apply to an individual who drives a specified motor vehicle on a specified road on the specified date applicable to that specified road during the specified event under the following conditions:

(a)

the individual is authorised by Tribob.com Pte. Ltd. to drive the specified motor vehicle;

(b)

the individual who drives the specified motor vehicle possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) authorising the individual to drive the specified motor vehicle;

(c)

there is in force, at any time the specified motor vehicle is driven in connection with the specified event, a policy of insurance in relation to the specified motor vehicle insuring against any liability in respect of —

(i)	the death of or bodily injury sustained by any person (other than the driver or passenger of the specified motor vehicle); and
(ii)	any property damage suffered by any person (other than the driver or passenger of the specified motor vehicle),

caused by or arising out of the use of the specified motor vehicle;

(d)

the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
