Pharmacists Registration Act
(Chapter 230)
Pharmacists Registration (Practising Certificates) (Amendment) Regulations 2010
In exercise of the powers conferred by section 74 of the Pharmacists Registration Act, the Singapore Pharmacy Council, with the approval of the Minister for Health, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Pharmacists Registration (Practising Certificates) (Amendment) Regulations 2010 and shall come into operation on 31st December 2010.
Amendment of regulation 6
2.  Regulation 6 of the Pharmacists Registration (Practising Certificates) Regulations 2008 (G.N. No. S 438/2008) (referred to in these Regulations as the principal Regulations) is amended by deleting paragraphs (2) and (3) and substituting the following paragraphs:
“(2)  A pharmacist who is not in active practice shall not be entitled to rely on item 9 of the Second Schedule for the renewal of his practising certificate unless —
(a)he has filed with the Council a declaration in the relevant form available at the Council’s website; and
(b)the Council has granted its approval for him to rely on that item.
(3)  A pharmacist who is not in active practice, and who has satisfied the requirements of paragraph (2)(a) and (b), may resume active practice only if, in the period of 12 months immediately preceding the date on which he has indicated to the Council that he wishes to resume active practice, he obtains at least 25 continuing professional education points of which at least 30% are from pharmaceutical care programmes.”.
Amendment of First Schedule
3.  Item 2 in the First Schedule to the principal Regulations is amended by deleting the words “the renewal of”.
Deletion and substitution of Second Schedule
4.  The Second Schedule to the principal Regulations is deleted and the following Schedule substituted therefor:

2. Pharmacist in active practice (other than one referred to in item 3, 4 or 5) who is registered in a branch of pharmacy under the Register of Specialists, applying to renew a practising certificate
50 points
30% of the requisite continuing professional education points from pharmaceutical care programmes in that branch of pharmacy
The period of 24 months immediately preceding the relevant date

If the pharmacist is registered in Oncology, he must obtain at least 15 points from pharmaceutical care programmes in Oncology
 
 
 
 
 
3. Pharmacist in active practice (other than one referred to in item 4 or 5) who was unable to practise because of a physical or mental disability for 90 days or more in total during the qualifying period, applying to renew a practising certificate
Pro-rated as follows:
30% of the requisite continuing professional education points from pharmaceutical care programmes
The period of 24 months immediately preceding the relevant date

where A is the difference between 730 and the total number of days in the qualifying period during which the pharmacist was unable to practise because of a physical or mental disability
 
 
 
 
 
 
4. Pharmacist in active practice applying to renew a practising certificate, where the application is made for the first time
Either 2 points or pro-rated as follows, whichever is the greater:
30% of the requisite continuing professional education points from pharmaceutical care programmes
The period beginning on the date of issue of the current practising certificate and ending on the date immediately preceding the relevant date

5. Pharmacist in active practice who, having relied on item 6, 7 or 8 or regulation 6(3), was issued a practising certificate which is valid for less than 2 years, applying to renew the practising certificate
Either 2 points or pro-rated as follows, whichever is the greater:
30% of the requisite continuing professional education points from pharmaceutical care programmes
The period beginning on the date of issue of the current practising certificate and ending on the date immediately preceding the relevant date

6. Pharmacist (other than one referred to in item 8) applying for the grant of a practising certificate more than 12 months after the date of expiry of the most recent practising certificate issued to him
25 points
30% of the requisite continuing professional education points from pharmaceutical care programmes
The period of 12 months immediately preceding the date of the application
 
 
 
 
7. Pharmacist (other than one referred to in item 8) applying for the grant of a practising certificate exactly or less than 12 months after the date of expiry of the most recent practising certificate issued to him
The same number of points as if the pharmacist had applied to renew the most recent practising certificate issued to him
30% of the requisite continuing professional education points from pharmaceutical care programmes
The period beginning on the first day of the qualifying period that would have been applicable if the pharmacist had applied to renew the most recent practising certificate issued to him, and ending on the date of the application for the grant of the practising certificate
 
 
 
 
8. Pharmacist whose name was removed from the register, applying for the grant of a practising certificate
25 points
30% of the requisite continuing professional education points from pharmaceutical care programmes
The period of 12 months immediately preceding the date of the application
 
 
 
 
9. Pharmacist not in active practice applying to renew a practising certificate
20 points
 
The period of 24 months immediately preceding the relevant date.”.
