Planning (Electronic Transmission)
(Amendment) Rules 2023

In exercise of the powers conferred by section 61(1) of the Planning Act 1998, the Minister for National Development makes the following Rules:

Citation and commencement

1. These Rules are the Planning (Electronic Transmission) (Amendment) Rules 2023 and come into operation on 18 December 2023.

Amendment of rule 2

2. In the Planning (Electronic Transmission) Rules (R 4) (called in these Rules the principal Rules), in rule 2, after the definition of “public key”, insert —

“ “relevant electronic service” means the electronic service known as CORENET 2.0 that is used for the submission, service or making of any application, appeal, notice, request or other document and information to or on the competent authority, and for the giving, grant, issue or service of any permission, approval, decision, notice, warrant, order or other document to or on any person by the competent authority;”.

Amendment of rule 3

3. In the principal Rules, in rule 3 —

(a)	in paragraph (1)(a), after “information”, insert “mentioned in paragraph (2)”;
(b)	in paragraph (1)(b), after “document”, insert “mentioned in paragraph (3)”;
(c)	in paragraph (1), after “electronic record”, insert “through the relevant electronic service”; and
(d)	in paragraphs (2) and (3), after “electronic records”, insert “through the relevant electronic service”.

Amendment of rule 4

4. In the principal Rules, in rule 4, after “electronic record”, insert “through the relevant electronic service”.

Amendment of rule 5

5. In the principal Rules, in rule 5, after “electronic records”, insert “through the relevant electronic service”.

Amendment of rule 6

6. In the principal Rules, in rule 6, after “electronic record”, insert “through the relevant electronic service”.

Amendment of rule 7

7. In the principal Rules, in rule 7(1), after “transmitted”, insert “through the relevant electronic service”.

Amendment of rule 8

8. In the principal Rules, in rule 8(1), after “transmitted”, insert “through the relevant electronic service”.

Amendment of rule 9

9. In the principal Rules, in rule 9(1), after “electronic record”, insert “through the relevant electronic service”.

Amendment of rule 10

10. In the principal Rules, in rule 10(1) and (2), after “an electronic record”, insert “through the relevant electronic service”.

Amendment of Second Schedule

11. In the principal Rules, in the Second Schedule, in Part I —

(a)	in the Part heading, after “ELECTRONIC RECORDS”, insert “THROUGH THE RELEVANT ELECTRONIC SERVICE”; and
(b)	in paragraph 3, after “provisional permission”, insert “granted under section 17(1) of the Act”.
