COVID-19 (Temporary Measures)
(Religious Gatherings — Control Order)
(Amendment No. 6) Regulations 2021
In exercise of the powers conferred by section 34(1) of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Health makes the following Regulations:
Citation and commencement
1.  These Regulations are the COVID-19 (Temporary Measures) (Religious Gatherings — Control Order) (Amendment No. 6) Regulations 2021 and come into operation on 10 November 2021.
Amendment of regulation 3
2.  Regulation 3(1) of the COVID‑19 (Temporary Measures) (Religious Gatherings — Control Order) Regulations 2021 (G.N. No. S 509/2021) (called in these Regulations the principal Regulations) is amended by inserting, immediately after the definition of “unmasked”, the following definition:
“ “unmasking concession for public speaking” has the meaning given by the Main Control Order;”.
Amendment of regulation 6
3.  Regulation 6 of the principal Regulations is amended by deleting “50” in paragraphs (1)(a) and (2)(a) and substituting in each case “100”.
Deletion and substitution of regulations 23 and 24
4.  Regulations 23 and 24 of the principal Regulations are deleted and the following regulations substituted therefor:
Public speaking arrangements
23.  An organiser of a religious gathering must take, or cause to be taken, all reasonably practicable measures to ensure that at all times during the period of the religious gathering every religious worker or volunteer engaged in public speaking during that period is, at all times when so engaged, in compliance with the unmasking concession for public speaking.
Public speaker duties
24.  A religious worker or volunteer may unmask when and only to the extent necessary to engage in public speaking —
(a)during a religious gathering; and
(b)in compliance with the unmasking concession for public speaking.”.
Amendment of regulation 29
5.  Regulation 29 of the principal Regulations is amended by deleting paragraphs (1) and (1A) and substituting the following paragraphs:
(1)  An organiser of a religious gathering involving a live performance must take, or cause to be taken, all reasonably practicable measures to ensure that —
(a)every performer in the live performance is —
(i)performing alone; or
(ii)allocated into and remains part of a cohort not exceeding 2 performers (called in this regulation a performing activity cohort), all the members of which must either be standing or seated generally in a fixed position throughout the period of the live performance; and
(b)at all times during the period of the live performance there is a distance of at least one metre between every member of every such performing activity cohort from any of the following:
(i)any other lone performer who is not part of any performing activity cohort in the live performance;
(ii)any other performer who is a member of another performing activity cohort in the live performance.
(1A)  However, and without limiting regulation 28A, where any performer in a live performance does any of the following during the period of the live performance:
(a)play a wind musical instrument;
(b)sing,
a person staging the live performance must take all reasonably practicable measures to ensure that at all times during the period of the live performance —
(c)where the firstmentioned performer is performing alone — there is a distance of at least 2 metres between the firstmentioned performer from any of the following:
(i)any other lone performer who is not part of any performing activity cohort in the live performance;
(ii)any other performer who is a member of another performing activity cohort in the live performance; or
(d)where the firstmentioned performer is a member of a performing activity cohort — there is a distance of at least 2 metres between every member of that performing activity cohort from any of the following:
(i)any other lone performer who is not part of any performing activity cohort in the live performance;
(ii)any other performer who is a member of another performing activity cohort in the live performance.”.
Miscellaneous amendment
6.  The principal Regulations are amended by deleting “3” in the following provisions and substituting in each case “2”:
