Road Traffic Act
(Chapter 276)
Road Traffic (Quota System — Exemption) (Amendment) Order 2001
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Communications and Information Technology hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Road Traffic (Quota System —Exemption) (Amendment) Order 2001 and shall come into operation on 3rd January 2001.
Amendment of paragraph 2
2.  Paragraph 2 of the Road Traffic (Quota System — Exemption) Order (O 5) is amended —
(a)by deleting the words “Singapore Bus Service (1978) Ltd.” in the 1st and 2nd lines of sub-paragraph (a) and substituting the words “Delgro Corporation Ltd., Singapore Bus Service Ltd.”;
(b)by inserting, immediately after sub-paragraph (f), the following sub-paragraphs:
(fa)such vehicles registered in the name of —
(i)an international organisation or a visiting military force; or
(ii)a staff member of an international organisation or a visiting military force,
as may be approved by the Registrar;
(fb)such vehicles registered in the names of voluntary welfare organisations as may be approved by the Registrar;
(fc)vehicles registered as PU-registered vehicles under rule 3B of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) subject to the condition that it shall only be kept and used on Pulau Ubin;”; and
(c)by deleting the word “Minister” in sub-paragraph (h) and substituting the word “Registrar”.
New paragraph 3
3.  The Road Traffic (Quota System — Exemption) Order is amended by inserting, immediately after paragraph 2, the following paragraph:
Non-application of exemption
3.—(1)  Where a PU-registered vehicle is kept or used outside Pulau Ubin in breach of the condition specified in paragraph 2(fc), it shall be deemed not to have been exempted from section 10A(1) of the Act at and from the time of its registration as a PU-registered vehicle.
(2)  Notwithstanding paragraph (1), a PU-registered vehicle kept or used outside Pulau Ubin may, with the approval of the Registrar, be exempted from section 10A(1) of the Act for such period as the Registrar may determine.”.
