COVID‑19 (Temporary Measures)
(Control Order) (Amendment No. 18)
Regulations 2020

In exercise of the powers conferred by section 34(1) of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Health makes the following Regulations:

Citation and commencement

1. These Regulations are the COVID‑19 (Temporary Measures) (Control Order) (Amendment No. 18) Regulations 2020 and come into operation on 1 November 2020.

Amendment of regulation 13F

2. Regulation 13F of the COVID‑19 (Temporary Measures) (Control Order) Regulations 2020 (G.N. No. S 254/2020) is amended —

(a)

by deleting sub-paragraph (b) of paragraph (2) and substituting the following sub-paragraph:

“(b)

that takes place in any room or place that is not a specified dormitory or within a specified dormitory and, if a live performance within the meaning of the COVID‑19 (Temporary Measures) (Performances and Other Activities — Control Order) Regulations 2020 (G.N. No. S 927/2020) is involved, in any place which the person staging the live performance would not ordinarily be allowed under those Regulations to stage in as if those Regulations apply;”;

(b)

by deleting the word “and” at the end of sub-paragraph (ii) of paragraph (2)(e), and by inserting immediately thereafter the following sub-paragraphs:

“(iii)	no food or drink is served or consumed at the room or place during any live performance taking place in the room or place;
(iv)	no singing or playing of a wind musical instrument is engaged in by any individual present in the room or place; and”;

(c)

by renumbering the existing sub-paragraph (iii) of paragraph (2)(e) as sub-paragraph (v);

(d)

by deleting sub-paragraph (b) of paragraph (3) and substituting the following sub-paragraphs:

“(b)

that takes place in any room or place that is not a specified dormitory or within a specified dormitory and, if a live performance within the meaning of the COVID‑19 (Temporary Measures) (Performances and Other Activities — Control Order) Regulations 2020 is involved, in any place which the person staging the live performance would not ordinarily be allowed under those Regulations to stage in as if those Regulations apply;

(ba)

if the permitted enterprise provides an authorised service consisting wholly or substantially of such a live performance, that the live performance does not go beyond what is incidental only, and is not of a substantial nature, having regard to the occasion or purpose of the event;”;

(e)

by deleting the word “and” at the end of sub-paragraph (ii) of paragraph (3)(e), and by inserting immediately thereafter the following sub-paragraphs:

“(iii)	no food or drink is served or consumed at the room or place during any live performance taking place in the room or place;
(iv)	no singing or playing of a wind musical instrument is engaged in by any individual present in the room or place; and”; and

(f)

by renumbering the existing sub-paragraph (iii) of paragraph (3)(e) as sub-paragraph (v).

Amendment of First Schedule

3. Part 6 of the First Schedule to the COVID‑19 (Temporary Measures) (Control Order) Regulations 2020 is amended by inserting, immediately after the words “not prohibited by regulation 13F(1)” in paragraph 1, the words “and where there is a live performance at the gathering, the number of audience members is in compliance with the COVID‑19 (Temporary Measures) (Performances and Other Activities — Control Order) Regulations 2020”.
