(Problem Gambling — Exclusion Orders
and Visit Limits) (Amendment)
Rules 2021
In exercise of the powers conferred by section 170 of the Casino Control Act, the National Council on Problem Gambling, with the approval of the Minister for Social and Family Development, makes the following Rules:
Citation and commencement
1.  These Rules are the Casino Control (Problem Gambling — Exclusion Orders and Visit Limits) (Amendment) Rules 2021 and come into operation on 16 February 2021.
Amendment of rule 8
2.  Rule 8 of the Casino Control (Problem Gambling — Exclusion Orders and Visit Limits) Rules 2008 (G.N. No. S 623/2008) (called in these Rules the principal Rules) is amended —
(a)by deleting the words “and submitted to the Council” in paragraph (2); and
(b)by inserting, immediately after paragraph (2), the following paragraph:
(3)  A summary of the record of proceedings (including the decision reached by the Committee and the reasons for its decision) must be submitted to the Council.”.
Amendment of rule 8A
3.  Rule 8A of the principal Rules is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  The respondent must make the application under paragraph (1) —
(a)using the electronic system provided by the Council on its Internet website at http://www.ncpg.org.sg for this purpose, by completing and submitting the form provided by the Council in accordance with the instructions specified in the form or in the electronic system; or
(b)if the respondent is unable to use that electronic system for any reason, by completing and submitting that form in person at the office of the Council during such hours as the office is open for business or at such other location as the Council may determine.”.
Amendment of rule 12A
4.  Rule 12A of the principal Rules is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  The respondent must make the application under paragraph (1) —
(a)using the electronic system provided by the Council on its Internet website at http://www.ncpg.org.sg for this purpose, by completing and submitting the form provided by the Council in accordance with the instructions specified in the form or in the electronic system; or
(b)if the respondent is unable to use that electronic system for any reason, by completing and submitting that form in person at the office of the Council during such hours as the office is open for business or at such other location as the Council may determine.”.
Amendment of rule 20
5.  Rule 20 of the principal Rules is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  An application for self‑exclusion under section 165A(1)(c) of the Act or a voluntary visit limit under section 165B(1) of the Act must be made —
(a)using the electronic system provided by the Council on its Internet website at http://www.ncpg.org.sg for this purpose, by completing and submitting the form provided by the Council in accordance with the instructions specified in the form or in the electronic system; or
(b)if the person making the application is unable to use that electronic system for any reason, by completing and submitting that form in person at the office of the Council during such hours as the office is open for business or at such other location as the Council may determine.”.
Deletion and substitution of rule 21
6.  Rule 21 of the principal Rules is deleted and the following rule substituted therefor:
Application to revoke self‑exclusion or voluntary visit limit
21.  An application to revoke self‑exclusion under section 165A(3) of the Act or a voluntary visit limit under section 165B(3) of the Act must be made —
(a)using the electronic system provided by the Council on its Internet website at http://www.ncpg.org.sg for this purpose, by completing and submitting the form provided by the Council in accordance with the instructions specified in the form or in the electronic system; or
(b)if the person making the application is unable to use that electronic system for any reason, by completing and submitting that form in person at the office of the Council during such hours as the office is open for business or at such other location as the Council may determine.”.
