(Control Order) (Amendment No. 22)
Regulations 2021

In exercise of the powers conferred by section 34(1) of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Health makes the following Regulations:

Citation and commencement

1. These Regulations are the COVID‑19 (Temporary Measures) (Control Order) (Amendment No. 22) Regulations 2021 and come into operation on 1 January 2022.

Amendment of regulation 2

2. Regulation 2 of the COVID‑19 (Temporary Measures) (Control Order) Regulations 2020 (G.N. No. S 254/2020) (called in these Regulations the principal Regulations) is amended —

(a)	by deleting the words “Mass Gathering Testing for Coronavirus Disease 2019” in the definition of “cleared status” in paragraph (1) and substituting the words “COVID‑19 Access Restrictions and Clearance”;
(b)	by deleting the words “Mass Gathering Testing for Coronavirus Disease 2019” wherever they appear in paragraphs (a) and (b) of the definition of “enhanced entry control” in paragraph (1) and substituting in each case the words “COVID‑19 Access Restrictions and Clearance”;
(c)	by deleting the words “, unless there are also present in the room or place during that restricted period, guests who are uncleared juniors and not below the limit in regulation 7A(2A)(ab)(ii) or 8(1)(ha), whichever being applicable” in paragraph (a)(ii) of the definition of “enhanced entry control” in paragraph (1);
(d)	by inserting, immediately after the words “the Infectious Diseases Act” in paragraph (c) of the definition of “movement control measure” in paragraph (1), the words “relating to COVID‑19”;
(e)	by deleting the words “5 or fewer” in paragraph (b) of the definition of “solemnization special cohort” in paragraph (1);
(f)	by deleting the words “5 or fewer” in paragraph (b) of the definition of “wedding special cohort” in paragraph (1);
(g)	by deleting the words “Mass Gathering Testing for Coronavirus Disease 2019” in paragraph (a) of the definition of “enhanced cleared status” in paragraph (7) and substituting the words “COVID‑19 Access Restrictions and Clearance”; and
(h)	by deleting the words “Mass Gathering Testing for Coronavirus Disease 2019” in paragraph (8) and substituting the words “COVID‑19 Access Restrictions and Clearance”.

Amendment of regulation 7A

3. Regulation 7A(2A) of the principal Regulations is amended by deleting sub‑paragraph (ab) and substituting the following sub‑paragraph:

“(ab)

to comply with the enhanced entry controls where more than 48 guests are invited to attend the solemnization of the marriage;”.

Amendment of regulation 8

4. Regulation 8(1) of the principal Regulations is amended by deleting sub‑paragraph (ha).

Amendment of regulation 10B

5. Regulation 10B(1) of the principal Regulations is amended —

(a)	by deleting the words “Mass Gathering Testing for Coronavirus Disease 2019” in sub‑paragraph (b) and substituting the words “COVID‑19 Access Restrictions and Clearance”; and
(b)	by deleting sub-paragraph (l).

Deletion of regulations 13D, 13DA, 13F, 13G, 13I and 13J

6. Regulations 13D, 13DA, 13F, 13G, 13I and 13J of the principal Regulations are deleted.

Amendment of regulation 13E

7. Regulation 13E of the principal Regulations is amended —

(a)	by deleting sub-paragraphs (a), (aa), (ab), (b), (c), (d), (g), (h), (i), (j) and (l) of paragraph (1);
(b)	by deleting the semi-colon at the end of sub‑paragraph (k) of paragraph (1) and substituting a full‑stop; and
(c)	by deleting paragraph (2).

Deletion and substitution of regulation 13H

8. Regulation 13H of the principal Regulations is deleted and the following regulation substituted therefor:

“Special living arrangements for certain workers

13H. A permitted enterprise worker who is a renovation worker holding a work pass or a related worker (as defined in regulation 13(3)) must not live in a place of residence that is not a specified dormitory if living at that same place is any other individual who —

(a)	is a construction worker or building elements supply worker (as defined in that regulation); and
(b)	is not a spouse, parent, child or sibling of that permitted enterprise worker.”.

Amendment of regulation 13K

9. Regulation 13K of the principal Regulations is amended —

(a)	by inserting, immediately after the words “in this Division” in paragraph (1), the words “and the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021 (G.N. No. S 992/2021)”; and
(b)	by inserting, immediately after the words “in this Division” in paragraph (1A), the words “and the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”.

Amendment of regulation 13L

10. Regulation 13L of the principal Regulations is amended by deleting the words “(except regulations 13D, 13H, 13I and 13J)”.

Amendment of First Schedule

11.—(1) The First Schedule to the principal Regulations is amended by deleting the Schedule reference and substituting the following Schedule reference:

“Regulations 2, 4, 6 and 13 and Third Schedule”.

(2) Part 4 of the First Schedule to the principal Regulations is amended —

(a)	by deleting the words “or 13E(1)(h) or (i) (or all)” in paragraph 1(1)(d) and substituting the words “(or both)”; and
(b)	by deleting the words “regulations 3A and 13E(1)(ab)” in paragraph 4(c) and substituting the words “regulation 3A”.

(3) Part 6 of the First Schedule to the principal Regulations is amended by deleting the words “regulation 13F(1)” in paragraph 1 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”.

Amendment of Second Schedule

12.—(1) The Second Schedule to the principal Regulations is amended by deleting the Schedule reference and substituting the following Schedule reference:

“Regulations 13K and 13L”.

(2) Part 1 of the Second Schedule to the principal Regulations is amended —

(a)	by deleting the words “regulations 13DA and 13E(1)” in paragraph 2 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”;
(b)	by deleting the words “regulations 13E(1) and 13I” in paragraph 3 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021 and regulation 6 of the COVID‑19 (Temporary Measures) (Foreign Employee Dormitories — Control Order) Regulations 2020”;
(c)	by deleting the words “regulation 13E(1)(a) and (aa)” in paragraph 4 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”;
(d)	by deleting the words “regulation 13E(1)(d)” in paragraph 6 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”;
(e)	by deleting the words “regulation 13I(2) and (3)” in paragraph 8(1) and substituting the words “regulation 6 of the COVID‑19 (Temporary Measures) (Foreign Employee Dormitories — Control Order) Regulations 2020”; and
(f)	by deleting the words “regulation 13E(1)(k)” in paragraph 13 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”.

(3) Part 2 of the Second Schedule to the principal Regulations is amended —

(a)	by deleting the words “regulations 13DA and 13E(1)(a) and (aa)” in paragraph 2 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”; and
(b)	by deleting the words “regulation 13E(1)(j)” in paragraph 8 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”.

(4) Part 3 of the Second Schedule to the principal Regulations is amended by deleting the words “regulation 13E” in paragraph 3 and substituting the words “the Workplace Safety and Health (COVID‑19 Safe Workplace) Regulations 2021”.
