Citation
1.  This Notification may be cited as the Port of Singapore Authority (Parking Places) (Scale of Rates) Notification.
Definitions
2.  In this Notification, unless the context otherwise requires —
“coupon parking place” means a parking place where vehicles may be parked using parking coupons;
“driver” means the person for the time being in control of a vehicle and includes the owner of the vehicle;
“park”, with its grammatical variations, means, in respect of a vehicle, to bring the vehicle to a stationary position and cause it to wait for any purpose;
“parking coupon” or “coupon” means a coupon issued by the Authority upon payment of the appropriate fee;
“parking place” means any such place belonging to the Authority;
“vehicle” means any vehicle whether mechanically propelled or otherwise.
Payment of prescribed parking charge
3.  Where the driver of a vehicle fails to pay any prescribed parking charge due within 7 days of the parking of the vehicle in a parking place, other than a coupon parking place, the registered owner of the vehicle shall, on being notified in writing, pay to the Authority within 7 days of such notification and at the place stated in the notification —
(a)the prescribed parking charge and a surcharge of $10; and
(b)a charge for any expenses incurred in obtaining the particulars of the registered owner.
Surcharge
4.—(1)  Where the driver of a vehicle continues to park his vehicle in a coupon parking place for any period of time after the expiry of the period of parking covered by one or more valid coupons (referred to in this Notification as the excess period) without displaying another or more valid coupons to cover such excess period, the driver shall, within 7 days of such parking, pay to the Authority —
(a)in cases where the excess period does not exceed one hour, the prescribed charge and a surcharge equal to 4 times the prescribed charge; and
(b)in cases where the excess period exceeds one hour, all the charges prescribed under sub-paragraph (1)(a) and a surcharge of $10.
(2)  If the driver of such vehicle fails to pay to the Authority the prescribed charge and the surcharge referred to in paragraph (1) within 7 days of such parking, the same shall be paid by the registered owner of the vehicle within 7 days of his being notified to do so.
(3)  All the charges and expenses incurred in obtaining the particulars of the registered owner may be recovered from the registered owner as if they formed part of the sum due.
Waiver or reduction of surcharge
5.—(1)  The Authority may waive or reduce the surcharge referred to in paragraph 3(a) if the driver or the registered owner proves to the satisfaction of the Authority that he could not with reasonable diligence have paid the parking charge within 7 days of the parking of the vehicle.
(2)  The Authority may waive or reduce the surcharge referred to in paragraph 4(1) if the driver or the registered owner of the vehicle proves to the satisfaction of the Authority that he had reasonable cause for parking his vehicle in excess of the period covered by the coupon or coupons displayed on the vehicle.
Refunds of excess payments
6.—(1)  The Authority shall not refund any excess payment not exceeding $2 made to the Authority if the excess payment is not claimed within 7 days of the date of its payment.
(2)  The Authority shall not refund any excess payment exceeding $2 made to the Authority if the excess payment is not claimed within 6 months of the date of its payment.
Parking charges
7.  The charges payable for the parking of vehicles in any parking place shall be in accordance with the rates specified in the Schedule.
