Active Mobility
(Cycling Without Age —
Exemption) Order 2024
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Active Mobility (Cycling Without Age — Exemption) Order 2024.
(2)  This Order is in force for the period between 20 July 2024 and 31 January 2025 (both dates inclusive).
Definitions
2.  In this Order —
“Cycling Without Age Singapore” means the company incorporated under the Companies Act 1967 as Cycling Without Age Singapore Ltd. (UEN 201714757N);
“electric trishaw” means a three-wheeled pedal cycle that —
(a)is constructed or adapted for the carriage of passengers;
(b)is equipped with an electric motor; and
(c)may be propelled by human power or by the electric motor with which it is equipped, or by both;
“specified path” means any footpath or shared path in the area bounded by the black‑coloured line in the map set out in the Schedule;
“Urban Redevelopment Authority” means the Urban Redevelopment Authority established by section 3 of the Urban Redevelopment Authority Act 1989.
Exemption for driving electric trishaw
3.  Sections 16(1)(b) and 17(1) of the Act do not apply to an individual who drives an electric trishaw on a specified path under the following conditions:
(a)the individual has completed a training course conducted by Cycling Without Age Singapore on how to drive the electric trishaw;
(b)the individual is authorised to drive the electric trishaw on the specified path for leisure purposes by —
(i)the Urban Redevelopment Authority; and
(ii)Cycling Without Age Singapore;
(c)the electric trishaw is only used to carry passengers for their leisure;
(d)the electric trishaw is not used to carry passengers for hire or reward;
(e)the individual —
(i)drives the electric trishaw at a speed not exceeding 10 km/h;
(ii)does not carry on the electric trishaw, at any time, more than 2 passengers;
(iii)drives the electric trishaw with all passengers safely secured;
(iv)gives way to other users of the specified path; and
(v)keeps a distance of at least 100 metres from any other electric trishaw at all times;
(f)the electric trishaw is accompanied by a safety marshal who ensures the safe use of the electric trishaw;
(g)there is in force, at any time the electric trishaw is used, a policy of insurance in relation to the electric trishaw insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the electric trishaw); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the electric trishaw),
caused by or arising out of the use of the electric trishaw;
(h)the risk under the policy of insurance mentioned in sub‑paragraph (g) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
