Dangerous Fireworks (Annual Exemption)
Notification 2017
In exercise of the powers conferred by section 9 of the Dangerous Fireworks Act, the Minister for Home Affairs makes the following Notification:
Citation, commencement and expiry
1.—(1)  This Notification is the Dangerous Fireworks (Annual Exemption) Notification 2017 and comes into operation on 1 April 2017.
(2)  This Notification expires on 1 April 2018.
Definitions
2.  In this Notification, unless the context otherwise requires —
“authorised officer” means an officer of the Police Licensing and Regulatory Department of the Singapore Police Force holding any of the following designations:
(a)Director;
(b)Deputy Director;
(c)Assistant Director, Arms and Explosives Division;
(d)Officer‑in‑Charge Licensing, Arms and Explosives Division;
(e)Assistant Officer‑in‑Charge Licensing, Arms and Explosives Division;
“exempt company” means —
(a)Explomo Technical Services Pte Ltd;
(b)Glorious (S) Pte Ltd;
(c)Intermay Consultech Pte Ltd;
(d)Knights Synergy (S) Pte Ltd;
(e)Effects Technologies Pte Ltd; or
(f)SpectaWorks Pte Ltd;
“exempt organiser” means an organiser of a fireworks display who is exempt, under paragraph 4, from section 3 of the Act;
“special guest”, in relation to a fireworks display, means any individual who is invited by an organiser of the fireworks display to do any of the following in connection with the fireworks display:
(a)keep or have in the guest’s possession, or under the guest’s control, any dangerous fireworks;
(b)discharge or let off those dangerous fireworks.
Exemption for executor of fireworks display
3.  Sections 3 and 4 of the Act do not apply to an exempt company in relation to dangerous fireworks used or to be used in a fireworks display that is, or is to be, executed by the exempt company for an exempt organiser, in accordance with the conditions specified in Part 1 of the Schedule.
Exemption for organiser
4.  Section 3 of the Act does not apply to an organiser of a fireworks display that is, or is to be, executed by an exempt company for the organiser, if the organiser complies with the conditions specified in Part 2 of the Schedule.
Exemption for special guest
5.  Section 3 of the Act does not apply to a special guest at a fireworks display in relation to dangerous fireworks used or to be used in a fireworks display that is, or is to be, executed by an exempt company for an exempt organiser.
