Executive Condominium Housing Scheme (Eligibility) Regulations 1996

In exercise of the powers conferred by section 3(2) of the Executive Condominium Housing Scheme Act 1996, the Minister for National Development hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Executive Condominium Housing Scheme (Eligibility) Regulations 1996 and shall come into operation on 7th June 1996.

Definitions

2. In these Regulations, unless the context otherwise requires —

“applicant” means any person who has applied to purchase any housing accommodation under the executive condominium scheme;

“nucleus family” means —

(a)	an applicant and his spouse;
(b)	an applicant and any of his parents; or
(c)	an applicant who is widowed, legally separated from his spouse or divorced, and any of his children who are in his legal custody.

Eligibility conditions

3. Any person who satisfies the following conditions shall be eligible to purchase a housing accommodation under the executive condominium scheme prior to the expiry of the minimum occupation period:

(a)	he is a Singapore citizen or, in the case of a joint-application to purchase the housing accommodation with a Singapore citizen, he is a Singapore citizen or a permanent resident, and at least one of the intended occupiers of the housing accommodation is a Singapore citizen or permanent resident;
(b)	he is part of a nucleus family which shall occupy the housing accommodation;
(c)	the total gross monthly income of all the persons constituting the nucleus family does not exceed $10,000;
(d)	he has not entered into any agreement for the sale and purchase of any housing accommodation under the executive condominium housing scheme or any public housing accommodation; and
(e)	he satisfies or complies with the terms and conditions contained in the application to purchase the housing accommodation issued by the developer.
