Education Endowment Scheme Act
(Chapter 87A)
Education Endowment Scheme (Awards for Achievement, Good Leadership and Service) Regulations 2001
In exercise of the powers conferred by sections 6 (1)(d) and 24 (a) of the Education Endowment Scheme Act, the Minister for Education hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Education Endowment Scheme (Awards for Achievement, Good Leadership and Service) Regulations 2001 and shall come into operation on 1st October 2001.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“core co-curricula activities” means such of the activities grouped under —
(a)sports and games;
(b)uniformed groups;
(c)arts and cultural activities;
(d)clubs and societies; and
(e)community service,
as approved by the Ministry;
“Government school” means a primary or secondary school organised and conducted directly by the Government;
“Government-aided school” means a primary or secondary school which is —
(a)established by any person other than the Government; and
(b)conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school;
“independent school” means a secondary school which is —
(a)specified in any order made under section 3(1) of the School Boards (Incorporation) Act (Cap. 284A); or
(b)conducted by a governing board constituted under any written law and listed under the category “Independent Schools” in the Schedule to the Education Endowment Scheme (Prescribed Schools) Regulations (Rg 1);
“junior college” includes any centralised institute or school providing pre-university education;
“Ministry” means the Ministry of Education;
“school” means a Government school, a Government-aided school or an independent school;
“training institute” means —
(a)any training institute established under the Institute of Technical Education Act (Cap. 141A); or
(b)any other training institute which is listed under the category “Institutes of Technical Education” in the Schedule to the Education Endowment Scheme (Prescribed Schools) Regulations.
Establishment of Awards for Achievement, Good Leadership and Service
3.  There are hereby established the Awards for Achievement, Good Leadership and Service, a number of each of which shall be awarded annually in accordance with these Regulations out of such part of the income of the Endowment Fund as the Minister may designate for the purpose.
Value and payment of awards
4.—(1)  The value of the Awards for Achievement, Good Leadership and Service shall be —
(a)$120, if awarded to a primary school pupil in any of the following standards:
(i)primary four;
(ii)primary five; or
(iii)primary six; and
(b)$150, if awarded to any pupil of a secondary school or junior college or to a full-time pupil of a training institute.
(2)  The Award for Achievement, Good Leadership and Service shall be paid to every pupil who meets the requirements of regulation 5 at the end of the academic year in respect of which he is given the award.
Eligible pupils
5.—(1)  The Award for Achievement, Good Leadership and Service shall be awarded each year to every pupil of a school or junior college or a full-time pupil of a training institute who —
(a)is a citizen of Singapore;
(b)has passed the school examinations conducted in that year;
(c)has attained at least a good grade for conduct in that year; and
(d)has met the requirements in paragraph (2) or (3), as the case may be.
(2)  In the case of a pupil of a primary or secondary school or junior college, the pupil must —
(a)meet such criteria in relation to performance in core co-curricula activities as shall be determined by the school or college;
(b)assume leadership appointments in core co-curricula activities;
(c)represent the school or college in such competitions, exhibitions or performances as approved by the Ministry; or
(d)complete not less than such number of hours of service to the school, college or community as may be determined by the Ministry.
(3)  In the case of a full-time pupil of a training institute, the pupil must meet such criteria in relation to performance in core co-curricula activities as shall be determined by the training institute.
(4)  Every pupil who is eligible for the Award for Achievement, Good Leadership and Service shall be so eligible notwithstanding that he is a recipient of any bursary, scholarship or award established under the Act or is enrolled in the Gifted Education Programme, the Music Elective Programme or the Art Elective Programme.
Principal and training manager to select eligible pupils
6.—(1)  Subject to paragraph (2), the principal of a school or junior college or the training manager of a training institute shall, as soon as possible after the completion of the year-end examinations for all pupils enrolled in the school, junior college or training institute, as the case may be, select such number, as the principal or training manager thinks fit, of pupils of the school, junior college or training institute who meet the requirements of regulation 5.
(2)  The total number of pupils in a particular standard in a school or in a particular level in a junior college or training institute to be selected for the Award for Achievement, Good Leadership and Service in a year shall not exceed 5% of the total number of pupils in that standard or level in that school, junior college or training institute, as the case may be.
(3)  The list of pupils selected under paragraph (1) shall be submitted to the Ministry by the principal of the school or junior college or the training manager of the training institute, stating —
(a)the full name and such other personal particulars of each of those pupils as the Ministry may require; and
(b)such other particulars as the Ministry may, from time to time, require to be given.
(4)  Upon receipt of a list of pupils selected under paragraph (1), the Ministry shall cause the necessary arrangements to be made for the award to be paid to each pupil named therein.
