Planning Act
(Chapter 232)
Appointment of Competent Authority
In exercise of the powers conferred by section 5 of the Planning Act, the Minister for National Development hereby —
(a)appoints, with effect from 20th October 2000, the Housing and Development Board (referred to hereinafter as the Board) established under the Housing and Development Act (Cap. 129) to be the competent authority for the purposes of sections 12 (5), 25, 27, 28, 29(3) and (7), 31, 32, 33, 41, 42, 43, 44, 45, 47, 48 and 57 of the Planning Act in respect of any use or material change in the use of any land specified in paragraph 2 which is carried out without planning permission or in breach of any condition subject to which planning permission is granted; and
(b)directs that the Board, in the exercise of its responsibilities as a competent authority, shall act in consultation with any committee or committees appointed from time to time by the Minister.
2.  For the purposes of this Notification, “land” means any land which is —
(a)owned by the Board;
(b)leased by the Board to another person; or
(c)vested in the State but agreed by the State to be alienated to the Board.
3.  Nothing in this Notification shall preclude the competent authority appointed under the Appointment of Competent Authority Notification (N 3, 2000 Ed.) from exercising any of his responsibilities or performing any of his functions under the Act.
