Infectious Diseases Act
(Chapter 137)
Infectious Diseases (Certificates of Vaccination or Other Prophylaxis) Regulations 2008
In exercise of the powers conferred by section 73(1) of the Infectious Diseases Act, the Minister for Health hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Infectious Diseases (Certificates of Vaccination or Other Prophylaxis) Regulations 2008 and shall come into operation on 1st December 2008.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“Certificate” means an international certificate of vaccination or prophylaxis in the form set out by the World Health Organisation at its website at http://www.who.int;

“patient” means the person seeking to undergo a vaccination or other prophylaxis against all or any of the diseases referred to in the Third Schedule to the Act.
Vaccination or other prophylaxis
3.—(1)  The licensee of every private hospital or medical clinic in which a vaccination or other prophylaxis is to be administered to any patient against all or any of the diseases referred to in the Third Schedule to the Act shall —
(a)ensure that only vaccines or other prophylaxis approved by the World Health Organisation are administered to the patient; and
(b)issue a Certificate to the patient who has undergone such vaccination or other prophylaxis.
(2)  Where a medical practitioner is of the opinion that such vaccination or prophylaxis is contraindicated on medical grounds, he shall —
(a)provide the patient with written reasons for his opinion; and
(b)inform the patient of any medical risk associated with non-vaccination or with the non-use of prophylaxis.
Offences
4.  Any person who issues, obtains or is in possession of any Certificate which he knows or has reason to believe is false shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000.
Revocation
5.  The Infectious Diseases (International Certificates of Vaccination) Regulations (Rg 2) are revoked.
Transitional provision
6.  Any international certificate of vaccination lawfully issued under the revoked Infectious Diseases (International Certificates of Vaccination) Regulations shall have the same force and effect as a Certificate issued under these Regulations.
