International Organisations (Immunities and Privileges) Act
(Chapter 145)
International Organisations (Immunities and Privileges) (2006 Annual Meetings of Boards of Governors of International Monetary Fund and World Bank Group) Order 2006
In exercise of the powers conferred by section 2(2) of the International Organisations (Immunities and Privileges) Act, the President hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the International Organisations (Immunities and Privileges) (2006 Annual Meetings of Boards of Governors of International Monetary Fund and World Bank Group) Order 2006 and shall come into operation on 11th September 2006.
Definitions
2.  In this Order, unless the context otherwise requires —
“Meetings” means the 2006 Annual Meetings of the Boards of Governors of the International Monetary Fund and the World Bank Group, and every meeting ancillary thereto, to be held in Singapore from 11th to 21st September 2006;
“World Bank Group” means the group of organisations comprising the International Bank for Reconstruction and Development, the International Finance Corporation, the International Development Association, the International Centre for Settlement of Investment Disputes and the Multilateral Investment Guarantee Agency.
Immunities and privileges in addition to those previously conferred
3.  This Order is without prejudice to —
(a)the Bretton Woods Agreements Order (Cap. 27, O 1);
(b)any other written law which sets out the status, immunities and privileges of the International Monetary Fund, or any of its officers and employees, for the purpose of giving effect to the Articles of Agreement of the International Monetary Fund; and
(c)any other written law which sets out the status, immunities and privileges of any organisation in the World Bank Group, or any of the officers and employees of that organisation, for the purpose of giving effect to the Articles of Agreement of, or the Convention establishing, that organisation.
Status of International Monetary Fund and organisations in World Bank Group
4.—(1)  The International Monetary Fund is an organisation of which the Government and the governments of foreign sovereign Powers are members.
(2)  Each organisation in the World Bank Group is an organisation of which the Government and the governments of foreign sovereign Powers are members.
Privileges of representatives of governments
5.—(1)  During the period from 11th to 21st September 2006, any person who attends the Meetings as a representative of any government shall enjoy the privilege of inviolability for all his papers and documents, except in so far as in any particular case that privilege is waived by that government.
(2)  In this paragraph, “government” means a government of a member state of —
(a)the International Monetary Fund; or
(b)any organisation in the World Bank Group,
but does not include the Government.
Immunities of officers and employees of International Monetary Fund and organisations in World Bank Group
6.—(1)  Any senior officer, officer or employee of any Organisation who attends and performs any function at the Meetings shall enjoy immunity from suit and legal process in respect of all acts done by him in the course of the performance of his official duties, except in so far as in any particular case that immunity is waived by that Organisation.
(2)  In this paragraph —
“Organisation” means the International Monetary Fund or any organisation in the World Bank Group;
“senior officer”, in relation to any Organisation, means —
(a)any Governor or Executive Director of that Organisation, or any other officer of that Organisation acting on his behalf during his absence from duty;
(b)any member of any committee of that Organisation; and
(c)any representative of that Organisation,
and includes any adviser to any person referred to in paragraph (a), (b) or (c).
Non-application of Part IV of Schedule to Act
7.  Part IV of the Schedule to the Act shall not apply to extend any immunity or privilege conferred by this Order to any person.
Non-application to citizens and permanent residents of Singapore
8.  Notwithstanding anything in this Order, no immunity or privilege referred to in paragraph 5 or 6 shall be enjoyed by any person who is a citizen or permanent resident of Singapore.
