(Exemption) Notification 2017
In exercise of the powers conferred by section 23 of the Motor Vehicles (Third-Party Risks and Compensation) Act, the Minister for Transport makes the following Notification:
Citation
1.  This Notification is the Motor Vehicles (Third-Party Risks and Compensation) (2017 FORMULA 1ᵀᴹ Singapore Airlines Singapore Grand Prix) (Exemption) Notification 2017.
Definitions
2.  In this Notification —
“designated roads” means —
(a)the racing circuit designated and approved for use by the Fédération Internationale de l’Automobile, the Singapore Tourism Board and the Land Transport Authority of Singapore for the purpose of a specified event; and
(b)the roads that fall within the area surrounded by the racing circuit,
which are more particularly shown in the Schedule;
“specified event” means any of the following events:
(a)the Fédération Internationale de l’Automobile Formula One World Championship 2017;
(b)the Ferrari Challenge Trofeo Pirelli Asia‑Pacific 2017;
(c)the Porsche Carrera Cup Asia 2017;
“trackjet” means the motor vehicle bearing the foreign registration number BKU6672;
“unregistered motor vehicle” means a motor vehicle that is not registered under the Road Traffic Act (Cap. 276), but does not include the trackjet.
Exemption
3.—(1)  Subject to sub‑paragraph (2), section 3 of the Act does not apply to, or in relation to, an unregistered motor vehicle when it is used on any of the designated roads on any day from 13 September 2017 to 20 September 2017 (both dates inclusive) for the purpose of any specified event.
(2)  Sub‑paragraph (1) only applies —
(a)if there is in force a relevant policy of insurance in respect of the unregistered motor vehicle; and
(b)when the designated road is closed to the public.
(3)  In sub‑paragraph (2)(a), a relevant policy of insurance is a policy of insurance insuring the owner of an unregistered motor vehicle, and any other person (as may be specified in the policy) who drives that unregistered motor vehicle, jointly and severally against any liability which may be incurred by the owner of that unregistered motor vehicle, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that unregistered motor vehicle in Singapore.
