Exemption) Notification 2024
In exercise of the powers conferred by section 23 of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960, the Minister for Transport makes the following Notification:
Citation and period in force
1.—(1)  This Notification is the Motor Vehicles (Third-Party Risks and Compensation) (Nanyang Technological University — Exemption) Notification 2024.
(2)  This Notification is in force for the period between 19 February 2024 and 31 December 2024 (both dates inclusive).
Definitions
2.  In this Notification —
“specified power‑assisted bicycle” means a power‑assisted bicycle intended to be used for the specified purpose;
“specified purpose” means research conducted by the Nanyang Technological University;
“specified road” means any of the roads delineated by the black‑coloured lines in the map set out in the Schedule.
Exemption for use of specified power‑assisted bicycle
3.  Section 3 of the Act does not apply to any person who uses, or causes or permits any other person to use, a specified power‑assisted bicycle on a specified road during the period between 19 February 2024 and 31 December 2024 (both dates inclusive) and in connection with the specified purpose, under the following conditions:
(a)the person using the specified power‑assisted bicycle (called in this Notification the user) is authorised by the Nanyang Technological University to ride the specified power‑assisted bicycle;
(b)the user, when using the specified power‑assisted bicycle —
(i)complies with the rules in the Road Traffic (Bicycles, Three-wheeled Pedal Cycles, Trishaws and Recumbent Devices — Road Conduct) Rules (R 3) (except rule 13(1)) and the Road Traffic (Bicycles, Three-wheeled Pedal Cycles, Trishaws and Recumbent Devices — Construction and Use) Rules 2024 (G.N. No. S 157/2024); and

(ii)wears a bright‑coloured vest bearing the words “Nanyang Technological University” or “NTU”;
(c)the charging of the batteries of the specified power‑assisted bicycle does not take place, at any time, on any road;
(d)there is in force, at any time the specified power‑assisted bicycle is used in connection with the specified purpose, a policy of insurance in relation to the specified power‑assisted bicycle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the user); and
(ii)any property damage suffered by any person (other than the user),
caused by or arising out of the use of the specified power‑assisted bicycle;
(e)the risk under the policy of insurance mentioned in sub‑paragraph (d) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
