Parliamentary Elections (Electronic Applications) Regulations 2009
In exercise of the powers conferred by section 102 of the Parliamentary Elections Act, the Prime Minister hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Parliamentary Elections (Electronic Applications) Regulations 2009 and shall come into operation on 3rd March 2009.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“application” means an application under section 43(7) of the Act to restore a name to a register of electors;
“appropriate form” means the relevant form that —
(a)is provided by the Registration Officer and obtainable from his office at the Elections Department at 11 Novena Rise, Singapore 307516 during such hours as his office is open for business; or

(b)is set out on the Elections Department’s Internet website at https://www.eld.gov.sg;

“claim” means a claim under section 11(2) of the Act;
“objection” means an objection under section 11(5) of the Act.

Electronic applications
3.—(1)  Without prejudice to the Act, where a person intends to make a claim, an objection or an application, he may do so using the electronic system provided by the Government for that purpose.
(2)  Any such claim, objection or application made using the electronic system provided by the Government for that purpose shall —
(a)be made in accordance with such directions as may be specified —
(i)in the appropriate form for a claim or an objection or application, as the case may be; or
(ii)by the electronic system;
(b)be made within such time as may be delimited by the Act for a claim or an objection or application;
(c)be accompanied by the payment of such fee as may be prescribed by or under the Act for a claim or an objection or application, as the case may be; and
(d)be regarded to have been made only when received at the office of the Registration Officer in Singapore.
Completion of form
4.—(1)  Every appropriate form used for a claim or an objection or application shall be completed in the English language.
(2)  Where strict compliance with any appropriate form is not possible, the Registration Officer may allow for the necessary modifications to be made to that form, or for the requirements of that appropriate form to be complied with in such other manner as the Registration Officer thinks fit.
