Professional Engineers Act

Professional Engineers (Approved Qualifications) Notification 2005
In exercise of the powers conferred by section 15(1)(a) of the Professional Engineers Act, the Minister for National Development, after consultation with the Professional Engineers Board, hereby makes the following Notification:
Citation and commencement
1.  This Notification may be cited as the Professional Engineers (Approved Qualifications) Notification 2005 and shall come into operation on 1st December 2005.
Approved qualifications
2.—(1)  Subject to sub-paragraph (2), any qualification specified in the Schedule shall be an approved qualification for the purposes of section 15(1)(a) of the Act.
(2)  The qualification specified in the Schedule shall be an approved qualification only if the following conditions are satisfied:
(a)the qualification is awarded upon graduation after the completion of a 4-year full-time engineering programme or an equivalent of such programme as may be approved by the Board;
(b)at least one-half of the total modular credits or academic units required for graduation in the engineering programme has been obtained through on-campus study; and
(c)if the qualification has been obtained partly on account of advanced standing credits awarded for any other qualification —
(i)that other qualification must be approved by the Board; and
(ii)the advanced standing credits must not exceed one-half of the total modular credits or academic units required for graduation in the engineering programme for that qualification.
(3)  The qualifications specified in the third column of Part I of the Schedule shall be in respect of the branch or branches of engineering specified in relation thereto in the fourth column.
(4)  In this paragraph, "on-campus study" means attendance on the home campus of the university, college or institution that awards that qualification and —
(a)includes attendance by way of a student exchange programme on the home campus of another university, college or institution named in Part I or alluded to in Part II or III of the Schedule or on such other campus as may be approved by the Board; but
(b)does not include any study through —
(i)a distance learning programme; or
(ii)a twinning programme conducted wholly or partly by a university, college or institution that is not named in Part I or alluded to in Part II or III of the Schedule, unless such twinning programme is approved by the Board.
Qualifications from universities not specified in Schedule
3.  Where a person holds a qualification in any branch of engineering prescribed under section 10(8) of the Act from a university, college or institution that is not specified in the Schedule, the Board may consider him for registration as a professional engineer if he has, in addition to that qualification, the degree of Doctor of Philosophy (PhD) in that branch of engineering from a university, college or institution specified in the Schedule.
Cancellation
4.  The Professional Engineers (Approved Qualifications) Notification (N 1) is cancelled.
