Citation |
1. These Rules may be cited as the Parking Places Rules. |
Definitions |
2. In these Rules, unless the context otherwise requires —

Prohibition |
3. No person shall park a vehicle in any parking place other than in a parking lot. |
General rules relating to parking places |
Surplus proceeds |
5. Any surplus money remaining from the proceeds of the sale or disposal of the vehicle, material or object under rule 4(6) shall be returned to the owner of such vehicle, material or object. |
Liability |
6. The Superintendent shall not be liable for any damage caused to the said vehicle, material or object in the course of its removal and whilst in the custody of the Superintendent. |
Payment |
7.—(1) Any person using a parking place during the times specified on the signboard for the parking of any vehicle shall pay the prescribed parking charge to the parking warden on duty or at the payment station at that parking place immediately prior to the removal of his vehicle from that parking place.

Payment for parking beyond paid period |
8.—(1) Where a person using a parking place is required to obtain a parking ticket prior to the entry of his vehicle into such parking place, that person shall surrender the parking ticket to the parking warden on duty immediately prior to the removal of his vehicle from such parking place.

Change of parking lot |
9. No person, having parked a vehicle in a parking lot, shall remove that vehicle to another parking lot within the same parking place on or before the expiry of the initial period of parking where the prescribed parking charge for the subsequent period is more than the initial charge. |
Parking in designated lots |
10.—(1) No person shall park any vehicle in any parking place which is not specially designated for the use of that class of vehicle.

Orderly parking |
11.—(1) No vehicle shall be drawn, driven, pushed or parked within a parking place otherwise than in an orderly manner and with due regard to the safety of other vehicles, property and persons within the parking place.

Damage to signs |
12.—(1) Any person driving or parking a vehicle within a parking place shall obey all the signs exhibited in the parking place.

Obstructive parking |
13. No person shall park any vehicle in such a manner as to cause the vehicle to protrude beyond the boundary lines of the parking lot, or to obstruct the entrance to or exit of a parking lot or a parking place, nor shall he park or stop his vehicle so as to obstruct or prevent the smooth circulation of traffic in or around such parking place. |
Unauthorised activity in parking place |
14. No person shall, within any parking places, —

Loitering |
15. No person, other than parking wardens and those having legitimate business in a parking place, shall remain in such parking place. |
Authority of parking warden |
16. Any person using a parking place during the period specified on the signboard for the parking of any vehicle shall obey all lawful directions given to him by any parking warden on duty at such parking place. |
Refusal to issue season ticket |
17. The Superintendent may issue or refuse to issue a season parking ticket without assigning any reason. |
Parking in a season parking place |
18.—(1) No person shall park in any season parking place unless he is in possession of a season parking ticket for such parking place or is authorised by the Superintendent so to park.

Season parking card to be inserted into ticket dispenser |
19. The driver of a vehicle who holds any season parking card shall, before entering or leaving a parking place, be required to insert the season parking card into a ticket dispenser or reader when he enters or leaves the parking place. |
Withdrawal of parking facilities from season ticket holder |
20. The Superintendent may at any time withdraw parking facilities from any season parking ticket holder without assigning any reason. In such event, the Superintendent may refund to the holder of the season parking ticket the sum representing the charge for the unexpired period for which the parking ticket has been issued. |
Refunds and rebates for season ticket holders |
20A. The Superintendent may, in circumstances where he considers appropriate —

Lost, etc., season tickets |
21. The holder of any season parking ticket shall inform the Superintendent whenever his season parking ticket or card has been lost, destroyed, defaced or the particulars thereon have become illegible, and shall obtain a duplicate thereof. The fee for a duplicate season parking ticket or card shall not exceed $20. |
Temporary closures |
22. The Superintendent may suspend the use of a parking place or any part thereof and cause it to be used for public functions. |
Surcharge |
23. The driver of a motor vehicle who fails to pay the prescribed parking charge due by 3 p.m. on the seventh day after the parking shall pay to the Superintendent within 14 days of such parking —

Surcharge for motor cycles |
24.—(1) The rider of a motor cycle who fails to pay the prescribed parking charge due by 3 p.m. on the seventh day after the parking shall pay to the Superintendent within 14 days of such parking —

Surcharge for whole day or entry parking |
25. The driver of a motor vehicle who fails to pay the prescribed parking charge for a whole day or per entry parking place by 3 p.m. on the seventh day after the parking shall pay to the Superintendent within 14 days of such parking, the prescribed parking charge and a surcharge of $5 irrespective of the period of parking of such vehicle. |
Offence |
26. If the driver or rider of a motor vehicle fails to pay the prescribed parking charge and surcharge referred to in rule 23, 24 or 25 or the charge referred to in rule 8(2) within the time specified in any of those rules, he shall be guilty of an offence. |
Costs |
27. All costs and expenses incurred in the recovery of any sum due under these Rules may be recovered as if they formed part of the sum due. |
Waiver of surcharge |
28. The Superintendent may waive or reduce the surcharge prescribed under rule 8(2), 23, 24 or 25 if it can be proved to the satisfaction of the Superintendent that the prescribed parking charge could not with reasonable diligence have been paid by the driver or rider of a vehicle within 7 days of the parking of the vehicle. |
Reserved parking lots |
29.—(1) No person shall park in any reserved parking lot unless he is authorised by the Superintendent and unless such authorisation is displayed on thenear side of the front windscreen of the motor vehicle, and where the vehicle is a motor-cycle, such authorisation is displayed in a conspicuous position on the motor cycle.

Restricted parking place |
30. Any person who parks any vehicle for more than two hours in any parking place which has been declared in the Gazette to be a restricted parking place shall pay to the Superintendent the prescribed parking charge and a surcharge of $10 for every hour or a fraction of an hour of parking after the expiry of the said two hours within 7 days of the parking. |
Excess payments and refunds |
31.—(1) Any excess payment not exceeding $2 made to the Superintendent, if not claimed within 7 days of the date of such excess payment, shall not be refunded by the Superintendent.
