Citation
1.  These Rules may be cited as the Parking Places (Coupon Parking) Rules.
Definitions
2.  In these Rules, unless the context otherwise requires —
“coupon parking place” or “parking place” means a parking place designated by the Superintendent in accordance with rule 5(1) as a place where vehicles may be parked using parking coupons;
“parking coupon” or “coupon” means a coupon or other document issued by the Superintendent to any person for the purpose of parking a vehicle in accordance with rule 9;
“prescribed charge” means the charge prescribed by the Minister under section 9(1) of the Act as the fee payable by any person for parking a vehicle in a coupon parking place.
Application of Parking Places Rules
3.  The Parking Places Rules [R 2] shall apply to vehicles parked in a coupon parking place in so far as any of the provisions of those Rules is not inconsistent with or modified by the provisions of these Rules.
Use of parking coupons
4.—(1)  Any person who parks a vehicle in any coupon parking place on the days and at the times indicated on any sign erected at that place shall display on the vehicle in the manner prescribed by rule 6 —
(a)one or more valid coupons in the Form 1, 2, 3 or 4 in the Second Schedule having in the aggregate a value sufficient to meet the prescribed parking charges for the period during which the vehicle is parked or is to be parked in such parking place; or
(b)valid coupon, being a coupon in the Form 5, 6, 7, 8, 9, 10, 11, 12, 13 or 14 in the Second Schedule.

(2)  For the purposes of this rule a parking coupon shall not be valid if —
(a)the coupon is so torn, defaced or mutilated that the figures or other particulars therein are not legible;
(b)the period of validity of the coupon has expired;
(c)the coupon, being a coupon in the Form 1, 2, 3, 4, 9 or 10 in the Second Schedule, does not indicate the date and time of commencement of parking the vehicle in accordance with rule 7;

(ca)the coupon, being a coupon in the Form 5, 6, 7, 8, 13 or 14 in the Second Schedule, is used for the parking of a motor vehicle the weight of which unladen exceeds 1,500 kg;

(d)the coupon, being a coupon in the Form 5, 6, 7 or 8 in the Second Schedule, does not indicate the date of parking the vehicle in accordance with rule 7;

(e)the coupon, being a coupon in the Form 11 or 12 in the Second Schedule, does not indicate the time (day or night) and the date of parking the vehicle in accordance with rule 7;

(f)the coupon, being a coupon in the Form 11 or 12 in the Second Schedule, does not indicate in ink, the vehicle number of the motor-cycle or scooter in accordance with the instructions given in the Form in which the coupon is set out in that Schedule;

(g)the coupon, being a coupon in the Form 7 or 8 in the Second Schedule, is used in a parking place at a time when the coupon does not entitle the holder to park at the parking place;

(h)the coupon, being a coupon in the Form 11 or 12 in the Second Schedule, is used for the parking of a motor vehicle other than a motorcycle or a scooter;

(i)the coupon, being a coupon in any of the Forms in the Second Schedule, is used in a manner contrary to the instructions given in the coupon as set out in that Form or on a sign erected by the Superintendent at the parking place;

(j)the coupon, being a coupon in the Form 11, 12, 13 or 14 in the Second Schedule, is used for the parking of a motor vehicle the vehicle number of which does not correspond to that indicated on the coupon;

(k)the coupon, being a coupon in the Form 13 or 14 in the Second Schedule, is not of the month or year in which the vehicle is parked; or

(l)the coupon, being a coupon in the Form 13 or 14 in the Second Schedule, does not indicate the vehicle number of the vehicle in accordance with rule 7, or does not bear the signature of a person authorised by the Superintendent to issue the coupon.

Signs indicating coupon parking places
5.—(1)  The Superintendent may designate any place or road or any part thereof as a coupon parking place by placing or erecting at or near such parking place a sign in accordance with Diagram 1, 2, 3 or 4 in the First Schedule for the regulation of parking.

Method of display of parking coupons
6.—(1)  As soon as a motor vehicle is parked in a coupon parking place, the driver of the vehicle shall —
(a)where a coupon in any of the Forms 1 to 12 in the Second Schedule is used, display one or more of the coupons either on the offside of the front windscreen or the offside front window of the motor vehicle in such a manner that the coupon is clearly visible from the front or offside of the vehicle and the coupon shall have the date, time of commencement of parking of the vehicle and other particulars indicated therein in accordance with rule 7; and
(b)where a coupon in the Form 13 or 14 in the Second Schedule is used, display the coupon on the near side of the front windscreen in such a manner that the coupon is clearly visible from the front or the near side of the vehicle.
(2)  Notwithstanding paragraph (1)(a), where the vehicle is a motor cycle, scooter or other similar vehicle, the driver may display the coupon in a conspicuous and visible position on the motor cycle, scooter or vehicle.

Particulars on coupon
7.  The date and time of commencement of parking a vehicle in a coupon parking place shall, where required to be indicated in the coupon by these Rules, be indicated in the coupon in accordance with the instructions given in the form in which the coupon is set out in the Second Schedule.
Computation of parking time
8.  Where two or more coupons are displayed on a vehicle to cover the period during which the vehicle is to be parked in a coupon parking place, the time of commencement indicated in the second and subsequent coupon or coupons shall run immediately after the time of expiry of the period of parking indicated in the coupon of the prior period of parking.
Purchase of coupons
9.  The Superintendent or any person authorised by him in that behalf may issue to any person a coupon or coupons upon payment of the appropriate fees.
No refunds for unused coupons
10.  No refund shall be allowed for any unused coupons except in such special circumstances as the Superintendent may allow and provided that the coupons are not defaced, mutilated or in any other manner invalid.
Incorrect commencement time displayed
11.  No person shall display or cause or permit to be displayed on a vehicle a coupon in which the time of commencement of parking indicated thereon is later than the actual time when he parks the vehicle.
Coupons that have been tampered with
12.  No person shall display on a vehicle any parking coupon that has any alteration, erasure or other irregularity therein which indicates that the coupon has been tampered with.
Offence to continue parking with expired coupons
13.  Any person who continues to park in a coupon parking place after the expiry of the period in respect of which coupons are displayed on the vehicle to meet the prescribed parking charges shall be guilty of an offence.
Inspection of coupons
14.—(1)  The Superintendent or any person authorised by him may for the purposes of these Rules require any driver of a vehicle parked in any coupon parking place to produce for his inspection any parking coupon or coupons displayed on such vehicle and may retain any such parking coupon.
(2)  If the driver of the vehicle fails to produce the parking coupon or coupons displayed for inspection or retention by the Superintendent or any person authorised by him, he shall be guilty of an offence.
