Parking Places Act
(Chapter 214)
Parking Places (Housing and Development Board) Order 1997
In exercise of the powers conferred by sections 4 and 9 of the Parking Places Act, the Minister for Communications hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Parking Places (Housing and Development Board) Order 1997 and shall come into operation on 6th June 1997.
Definitions
2.  In this Order —
“Form” means any form of a parking coupon set out in the Second Schedule to the Parking Places (Coupon Parking) Rules (R 3);
“monthly parking coupon” means a parking coupon in Form 13 or 14 set out in the Second Schedule to the Parking Places (Coupon Parking) Rules;
“wholeday parking coupon” means a parking coupon in Form 5, 6, 7 or 8 set out in the Second Schedule to the Parking Places (Coupon Parking) Rules (R 3).
Parking places
3.—(1)  The roads and lands set out in the Schedule are hereby authorised for use as parking places.
(2)  Copies of the Plans referred to in the Schedule are available for inspection by the public free of charge during normal office hours at the office of the Deputy Superintendent of Car Parks (Housing and Development Board), 4th Storey, Tower A, HDB Centre, Jalan Bukit Merah.
Charges
4.—(1)  Except where a whole day or monthly parking coupon is used, the charges set out in each Part of the Schedule shall be payable for the parking of vehicles in any of the Parking Places specified in that Part.
(2)  Where a person owns a motor car or a motor vehicle the weight of which unladen does not exceed 1,500 kilograms and has his place of residence in the housing estate of the Housing and Development Board where any of the parking places specified in Parts I, II and IV of the Schedule are located, he may, at the discretion of the Board, be allowed to pay a reduced charge of $75 per month for the parking of his vehicle in any of those parking places.
(3)  Where a person owns a motor car or a motor vehicle the weight of which unladen does not exceed 1,500 kilograms and has his place of residence in the housing estate of the Housing and Development Board where any of the parking places specified in Parts III and V of the Schedule are located, he may, at the discretion of the Board, be allowed to pay a reduced charge of $55 per month for the parking of his vehicle in any of those parking places.
(4)  Where a person has been allowed to pay the reduced charge under sub-paragraph (2) or (3) for the parking of a vehicle in a parking place for any month of the year but who is in fact not the owner of a vehicle or does not have his place of residence in the housing estate of the Housing and Development Board where the parking places are located throughout the whole period of that month, he shall upon demand in writing by the Board pay, within 14 days of such demand, the difference between the full amount of the charge payable for the parking of a vehicle in the parking place per month as set out in the Schedule and the reduced charge.
(5)  Where a person referred to in sub-paragraph (2) or (3) owns more than one vehicle, he shall be allowed the reduced charge for one vehicle only.
(6)  Where 2 or more persons referred to in sub-paragraph (2) or (3) own one or more vehicles and have their place of residence in the same dwelling unit, only one of such person shall be allowed the reduced charge and for one vehicle only.
(7)  A person who, pursuant to sub-paragraph (2) or (3), has been allowed the reduced charge shall inform the Housing and Development Board of any change of his ownership of a vehicle or place of residence within 7 days of such change.
(8)  In sub-paragraphs (2) and (3), “place of residence” means the address of a person in the housing estate of the Housing and Development Board where the parking places are located and his address is registered with the National Registration Office.
(9)  Where a person does not have his address, in the housing estate of the Housing and Development Board, registered with the National Registration Office, he shall, for the purposes of sub-paragraphs (2) and (3), furnish to the Board proof of his place of residence in such housing estate.
(10)  In sub-paragraph (9), “housing estate” means any housing estate built on any land vested in or held in trust for the Housing and Development Board.
Charges for wholeday or monthly parking coupons
5.  There shall be payable for the wholeday or monthly parking coupons in the Forms set out in the first column the charges set out opposite thereto in the second column:

Revocation
6.  The Parking Places (Housing and Development Board) Order (O 1) is revoked.
