Pharmacists Registration Rules

Citation

1. These Rules may be cited as the Pharmacists Registration Rules.

2. The register of pharmacists shall be in the Form 1 in the Schedule.

Application for registration

3.—(1) An applicant for registration shall at the time of application pay the fee for registration.

(2) An application for registration shall be —

(a)	in the Form 2 in the Schedule; and
(b)	accompanied by the original certificate of the pharmaceutical qualification of the applicant.

(3) Where the Registrar is satisfied that the original certificate of qualification cannot be produced, he may accept a certified copy thereof or such other proof of qualification as the Board thinks fit.

(4) The applicant shall also furnish two recent passport size photographs and a statement from a registered pharmacist, a magistrate or a justice of the peace that the applicant is known to him personally.

(5) The Board may require the applicant to produce such further proof of identity as it thinks fit.

Pre-registration training of persons qualified under section 7 (1) (a) of Act

4.—(1) An applicant for registration under section 7(1)(a) of the Act shall complete not less than two years pre-registration training in a pharmaceutical firm or company or a hospital approved by the Board.

(2) Where the applicant is the holder of a degree in pharmacy of the University of Singapore or the National University of Singapore, the period of the pre-registration training shall be not less than 12 months.

(3) The pre-registration training shall be carried out under such conditions as may be approved by the Board.

Person qualified under section 7 (1) (b) of Act

5.—(1) An applicant for registration under section 7(1)(b) of the Act shall produce two certificates testifying to his good character.

(2) The applicant shall satisfy the Board that he —

(a)	has undergone a course of training in pharmacy for not less than 4 years of which not less than two shall have been spent in a university or similar institution recognised by the Board and not less than one year in practical training in a pharmaceutical firm or company or a hospital; and
(b)	has been employed in Singapore for not less than two months in a pharmaceutical firm or company or a hospital approved by the Board.

Pre-registration training under section 7 (1) (b) of Act

6. The pre-registration training required by section 7(1)(b) of the Act shall not be more than 12 months.

Fees

7.—(1) The examination fee payable under section 7(4) of the Act shall be $300.

(2) The fee for registration shall be $150.

(3) No registration fee shall be payable by a person in the pharmaceutical service of the Government or attached to the Pharmacy Department of the National University of Singapore.

(4) The fee for the registration of a pupil pharmacist shall be $60 and shall be paid at the time of the application for such registration.

Registration

8. Where the registration fee is paid and the application for registration is approved by the Board, the Registrar shall enter the name of the applicant in the register.

Certificate of registration

9.—(1) A certificate of registration shall be in the Form 3 in the Schedule.

(2) A duplicate of a certificate of registration shall be issued by the Registrar on application and payment of $50.

(3) If the name of a pharmacist is removed from the register, he shall return the certificate to the Registrar within 14 days of the removal.

Higher qualifications

10. Where a registered pharmacist applies to have any higher qualification registered, the Registrar shall insert the higher qualification in the register if he is satisfied that the applicant holds such qualification.

Retention of name in register

11.—(1) An application for the retention of a pharmacist’s name in the register shall be made in the Form 4 in the Schedule.

(2) The fee payable for the retention of the name of a pharmacist in the register under section 11(2) of the Act shall be $100.

(3) The additional sum payable for the retention or restoration of the name of a pharmacist in the register under section 11(3) of the Act shall be $50.

(4) No fee shall be payable under this regulation by a person in the pharmaceutical service of the Government or attached to the Pharmacy Department of the National University of Singapore.

Application for restoration of name to register

12.—(1) An application for the restoration of a name to the register shall be addressed to the Registrar.

(2) The application shall —

(a)	state the grounds on which it is made;
(b)	be in the Form 5 in the Schedule; and
(c)	be accompanied by at least two certificates of the applicant’s identity and good character in the Form 6 in the Schedule.

(3) The certificates may be signed by a registered pharmacist, a magistrate or a justice of the peace.

(4) On receipt of the application, the Registrar shall refer it to the Board for consideration.

(5) Except with the leave of the Board, neither the applicant nor any other person may appear before the Board to make any representation in respect of the application.

(6) The Board shall consider the application in private and may require the applicant to furnish such further documents or explanation as it thinks fit.

(7) If the Board directs the applicant’s name to be restored to the register, the Registrar shall inform him accordingly.

Fee for restoration of name to register

13. The fee payable for the restoration of a pharmacist’s name to the register shall be $200.
