Citation
1.  These Regulations may be cited as the Public Transport Council Licensing Regulations.
Application for a bus service licence
2.—(1)  Every application for the grant or renewal of a bus service licence shall be made to the Council.
(2)  Every such application shall contain —
(a)a precise description of the route in respect of which the application is made;
(b)a statement as to the number and the capacity of the buses which will be used along the route;
(c)a statement as to the frequency at which the buses will operate along the route;
(d)a schedule of the zonal fare or fare stages and stopping places along the route; and
(e)a table as to the times when the first bus and the last bus will operate along the route on each day.
Fees
3.  The fees payable to the Council for the grant or renewal of a bus service licence shall be as set out in the Schedule.
Bus service licence
4.  A bus service licence shall —
(a)be signed by the Chairman or any member of the Council;
(b)show the amount of fee paid by the licensee; and
(c)except in a case of a renewal of a licence previously granted, contain a full description of the bus service and the conditions, if any, upon which the bus service licence was granted.
Amendment of a bus service licence
5.—(1)  The Council may at any time make such variations or amendments to the terms and conditions of a bus service licence as it thinks necessary or desirable in the public interest.
(2)  Every variation of, or amendment to, the terms and conditions of a bus service licence shall be authenticated by the signature of the Chairman or any member of the Council.
(3)  The Council may, if it thinks fit, charge a fee of $10 each time the terms and conditions of a bus service licence are varied or amended.
Records kept by Council
6.  The Council shall keep a record of all applications made under these Regulations, the bus service licences granted by it and any variation or amendment of the terms and conditions of the licences.
Publication of information of grant, suspension, cancellation, etc., of a bus service licence
7.  When the Council has —
(a)granted a bus service licence to a licensee;
(b)varied or amended the terms and conditions of a bus service licence granted to a licensee; or
(c)cancelled or suspended a bus service licence,
the Council may require the licensee to publish information of such grant, variation, amendment, cancellation or suspension in such manner or form as the Council may determine.
Notices at stopping places and fare stages
8.  It shall be a condition for the grant of a bus service licence that at all stopping places and zones or fare stages specified therein, the licensee shall cause to be erected and maintained, at his own expense, notices about the bus services specified in the bus service licence for the information of passengers in such manner and form as may be approved by the Council.
Unauthorised use of bus stops, etc.
9.  No licensee shall erect, or cause to be erected, or use any unauthorised bus stop or fare stage, or make any unauthorised or improper use of an existing bus stop.
Application for approval of fares
10.  All applications for approval of fares of new bus, taxi or rapid transit system services or for any change of fares of existing bus, taxi or rapid transit system services shall be accompanied by supporting statistics and cost and demand projections.
