1. These Regulations may be cited as the Public Utilities (Gas Supply) Regulations.
Definitions
2.—(1) In these Regulations, unless the context otherwise requires —
“authorised officer” means an officer of the Board authorised by the Board for the purposes of these Regulations;
“Construction Industry Development Board” means the Construction Industry Development Board established under the Construction Industry Development Board Act (Cap. 51);
“flue” means a passage for conveying the products of combustion from a gas appliance to the external air and includes any part of the passage in a gas appliance ventilation duct which serves the purpose of a flue;
“gas appliance” means an appliance or other device designed for use or to be used by consumers of gas for cooking or heating purposes;
“Institute of Technical Education” means the Institute of Technical Education, Singapore, established under the Institute of Technical Education Act (Cap. 141A);
“internal pipe” means any pipe, not being a gas main or gas service pipe, for the conveyance of gas on any premises from the outlet of any gas meter and includes any gas fitting inserted therein;
“licence” means a gas service worker licence granted by the Board under section 100 of the Act;
“licensee” means any person who has a valid licence;
“meter” means a device supplied by a public gas licensee to measure, ascertain or regulate the amount of gas taken or used by the consumer;
“meter control valve” means a valve at the inlet of any gas meter for the control of the flow of gas through such meter to one or more internal pipes;
“operating pressure” means the pressure of gas at which a gas appliance operates;
“purging” means —
(a)
the replacement of air in an installation pipe with inert gas before introducing gas; or
(b)
the replacement of gas in the pipe with inert gas for the purpose of preventing the formation of an explosive mixture of gas and air in the pipe;
“Register” means the Register of licensed gas service workers maintained under regulation 24;
“regulator” means a device for regulating the pressure of gas;
“responsible person”, in relation to any premises, means the consumer or occupier of the premises or, where there is no consumer or occupier or the occupier is away, the owner of the premises or any other person with the authority for the time being to take appropriate action in relation to any gas fitting therein;
“service isolation valve” means any valve at or near the boundary line of a property or the apron of any building for the control of the flow of gas from the gas main to the gas service pipe;
“Singapore Standard” means a standard or specification issued by the former Singapore Institute of Standards and Industrial Research or the Singapore Productivity and Standards Board;
“valve” means a device for the purpose of controlling or shutting off gas flow and includes a service isolation valve;
“Vocational and Industrial Training Board” means the former Vocational and Industrial Training Board established under the repealed Vocational and Industrial Training Board Act (Cap. 345).
(2) For the purposes of these Regulations, any reference to installing a gas fitting includes a reference to converting any pipe, fitting, meter, apparatus or appliance to use gas supplied through the pipes.
