Public Utilities (Reservoirs, Catchment Areas and Waterway) Regulations 2006
In exercise of the powers conferred by section 72 of the Public Utilities Act, the Public Utilities Board, with the approval of the Minister for the Environment and Water Resources, hereby makes the following Regulations:
PART I
PRELIMINARY
Citation and commencement
1.  These Regulations may be cited as the Public Utilities (Reservoirs, Catchment Areas and Waterway) Regulations 2006 and shall come into operation on 1st July 2006.

Definitions
2.  In these Regulations, unless the context otherwise requires —
“authorised officer” means an officer of the Board or any person authorised by the Board to perform any function or duty or to exercise any power for the purposes of these Regulations;
“Authority” means the Maritime and Port Authority of Singapore established under the Maritime and Port Authority of Singapore Act (Cap. 170A);
“Catchment Area Park” means any area described in the First Schedule;
“Central Water Catchment Area” means any area described in the Second Schedule;
“live bait” means any organic matter such as fish, frog, or raw meat of animal or marine origin;
“non-power-driven vessel” means a vessel propelled by oars or by any means other than machinery, and includes a sailing vessel;
“operator”, in relation to a vessel, means the person who ordinarily has charge or control over the use of the vessel;
“owner”, in relation to a vessel, means any person who —
(a)is the sole, joint or part owner of the vessel;
(b)has possession or control of the vessel which is subject to the terms of a hire-purchase agreement, bill of sale or other similar instrument; or
(c)has possession or control of the vessel under the terms of a charter agreement;
“port” has the same meaning as in the Maritime and Port Authority of Singapore Act (Cap. 170A);
“power-driven vessel” means any vessel propelled by machinery;
“reservoir” means any water body in a Catchment Area Park or the Central Water Catchment Area;
“sailing vessel” means any vessel under sail provided that propelling machinery, if fitted, is not being used;
“stream” means any earth stream, canal, drain or water course in a Catchment Area Park or the Central Water Catchment Area;
“vehicle” means any vehicle whether mechanically propelled or otherwise;

“vessel permit” means a vessel permit granted under regulation 15(1);
“watercraft” means any power-driven vessel which —
(a)is used for recreation, sports, sightseeing tours, transportation, construction or towing within a reservoir; and
(b)includes any pleasure craft licensed by the Authority,
but does not include any vessel approved by the Board for patrolling, rescue or general reservoir maintenance work and any vessel of the Singapore Armed Forces, Police Coast Guard or Singapore Civil Defence Force.
