Public Utilities (Apportionment of Payment) Regulations 1997
In exercise of the powers conferred by sections 73 (3) and 130 of the Public Utilities Act, the Public Utilities Board, with the approval of the Minister for Trade and Industry, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Public Utilities (Apportionment of Payment) Regulations 1997 and shall come into operation on 1st March 1997.
Definitions
2.  In these Regulations —
“licensee” means a utilities support services licensee;
“supplier” means the Board, a public electricity supplier or a public gas licensee, as the case may be.
Apportionment of payment by utilities support services licensee
3.—(1)  Where a utilities support services licensee receives any payment from a consumer and the consumer has not, in making the payment, indicated to the licensee which charges the payment is to be made, the licensee shall use the payment to pay the charges owed to all the suppliers in full.
(2)  Where the payment referred to in paragraph (1) is insufficient to meet the charges owed to all the suppliers in full, the licensee shall apportion the payment to pay the charges in the proportion in which each charge bears to the total charges of all the suppliers.
