Road Traffic (Restricted Zone and Area Licences) Rules

Citation
1.  These Rules may be cited as the Road Traffic (Restricted Zone and Area Licences) Rules.
Definitions
2.  In these Rules, unless the context otherwise requires —
“area licence” means a licence issued in respect of a motor vehicle authorising the vehicle to enter the restricted zone during restricted hours;
“authorised officer” means an officer authorised by the Registrar in that behalf to issue an area licence;
“business service passenger vehicle” means a motor car registered in the name of a statutory board, company, firm, society, association or club, and used for the owner’s business, excluding the carriage of goods other than samples and not used in the course of business for hire or for the carriage of passengers for hire or reward and excluding the use for instructional purposes for reward;
“restricted hours” means, except on public holidays —
(a)the periods from 7.30 a.m. to 6.30 p.m. on any day from Monday to Friday, not being the eve of New Year’s Day, Lunar New Year’s Day, Hari Raya Puasa, Deepavali and Christmas Day;
(b)the period from 7.30 a.m. to 2.00 p.m. on any Saturday and the eve of New Year’s Day, Lunar New Year’s Day, Hari Raya Puasa, Deepavali and Christmas Day;
“restricted zone” means any road or part thereof within the area described in the First Schedule.
Area licence required during restricted hours
3.—(1)  No person shall drive or ride or move a motor vehicle into the restricted zone as described in the First Schedule during the restricted hours unless there is in force in respect of such vehicle an area licence issued under these Rules.
(2)  Notwithstanding paragraph (1), the Minister or any person authorised by him may, at any time in his discretion, allow any motor vehicle to enter the restricted zone during the restricted hours without an area licence if, having regard to extreme weather conditions or other emergency, he considers it expedient to do so.
Application and prescribed fee
4.  Upon an application being made and upon payment of the prescribed fee, the Registrar or an authorised officer shall issue an area licence in such form as the Registrar may approve.
Period of validity
5.—(1)  The area licence shall be valid for part of a day, one day or one month, as the case may be, in accordance with the amount of the fee paid.
(2)  The fee for an area licence valid at any time of entry into the restricted zone during the restricted hours in respect of —
(a)a business service passenger vehicle shall be $6 per day or $120 per month;
(b)a motor cycle shall be $1 per day or $20 per month; and
(c)any other motor vehicle shall be $3 per day or $60 per month.
(3)  The fee for an area licence valid for entry into the restricted zone during the period —
(a)from 10.15 a.m. to 4.30 p.m. on any day from Monday to Friday not being the eve of New Year’s Day, Lunar New Year’s Day, Hari Raya Puasa, Deepavali and Christmas Day; and
(b)from 10.15 a.m. to 2.00 p.m. on Saturday and the eve of New Year’s Day, Lunar New Year’s Day, Hari Raya Puasa, Deepavali and Christmas Day,
shall be as follows —
(i)for a business service passenger vehicle, $4 per day or $80 per month;
(ii)for a motor cycle, 70 cents per day or $14 per month; and
(iii)for any other motor vehicle, $2 per day or $40 per month.
(4)  A licence referred to in paragraph (2) may not be surrendered in exchange for a licence referred to in paragraph (3), and a licence referred to in paragraph (3) may not be surendered in exchange for a licence referred to in paragraph (2).
Refund of fees — monthly area licence
6.—(1)  A holder of a monthly area licence may, at any time before the expiry of the licence, surrender his licence and apply for a refund of the fee paid for the unexpired period of the licence.
(2)  An application for a refund shall be made in such form as the Registrar may require and shall be delivered to the Registrar together with the licence.
(3)  The holder of the licence shall thereupon be entitled to a refund of the difference between the monthly fee already paid for the motor vehicle and the total amount which would have been payable if daily licences had been issued at the prescribed rate for that motor vehicle for the number of days in the month which have elapsed including the day on which the licence is delivered to the Registrar.
(4)  Any refund granted under this rule shall not in any case exceed 75% of the fee already paid.
(5)  No daily area licence may be surrendered for a refund.
Display of area licence
7.  The area licence shall be affixed —
(a)in the case of a motor cycle, with or without a side-car, in the licence holder mounted on its right handle bar facing forward so as to be clearly visible from the front at all times whether the motor cycle is in motion or stationary; and
(b)in the case of any other motor vehicle, to the near side upper corner of the glass windscreen facing forward so as to be clearly visible from the front at all times whether the vehicle is in motion or stationary.

8.  A sign as described in the Second Schedule shall be placed at every entry point on the borders of the restricted zone.
Exemption
9.  The following vehicles shall be exempted from the provisions of these Rules:
(a)ambulances;
(b)fire engines;
(c)police vehicles;
(d)omnibuses bearing index marks prefixed with alphabets “SBS”, “TIB” and “CSS”;
(e)Scheme B buses which operate regular scheduled services during peak hours under the SBS/Scheme B integrated service scheme; and
(f)motor cycles used by the Civil Defence Force for providing emergency ambulance service.
