Road Traffic (Composition of Offences) Rules

Citation
1.  These Rules may be cited as the Road Traffic (Composition of Offences) Rules.
List of offences
2.  The following offences may be compounded by the Deputy Commissioner of Police or any police officer not below the rank of sergeant specially authorised by name in that behalf by the Deputy Commissioner of Police, or by any employee of the Authority specially authorised by name in that behalf by the Minister for Transport, in accordance with section 135(1) of the Act:
(a)the offences referred to in sections 5 (6), 6A(2), 10(3), 11(9), 11A(3) and (4), 12(4), 15, 20(2), 23A(5), 24(3), 26(4), 27(3), 29(1), (2) and (4), 34E(4), 35(3), 36(5), 39(1), 63(4), 65, 65B(1), 73(2), 74(3), 77(5), 78(3), 81(1) and (2), 84(7), 87(3), 94(2), 97(1), (2) and (3), 113(6), 115(8), 118(6), 120(1), 121(6), 122, 123A(1A), 126(1), (2) and (5)and 127 (5) and (10) of the Act; and

(b)the offences under any rules or orders made under the Act.
Methods of payment
3.—(1)  When an offer of composition of any offence is made and accepted, payment shall be made —
(a)by cash, cheque, money order or postal order to the police officer or employee of the Authority authorised to make such offer of composition or to the Deputy Commissioner of Police, as the case may be, and he shall account for it in the ordinary way and issue a receipt for such payment to the person to whom the offer of composition was made;
(b)by an electronic fund transfer system whereby payment may be effected by directing the transfer of funds electronically from the bank account of the payer to a bank account so designated by the Commissioner of Police or the Authority, who or which shall account for the payment; or
(c)by cash, cheque, money order or postal order to a person authorised by the Authority to collect such payment or by an electronic fund transfer system to a bank account so designated by the Authority, who shall account for and issue a receipt for such payment.
(2)  The Commissioner of Police or the Authority may, from time to time, stipulate the various electronic fund transfer systems as he or it may think fit to be used for the purposes of these Rules.
Forms
4.  The Deputy Commissioner of Police or the Authority may —
(a)design and utilise such forms as he or it may think fit for the purposes of these Rules; and
(b)require any person to complete any of the forms for any such purposes.
