Road Traffic (Rebate on Licence Fee for Excursion Buses) Rules 2003
In exercise of the powers conferred by sections 11 (4A) and 140 of the Road Traffic Act, the Minister for Transport hereby makes the following Rules:
Citation, commencement and application
1.—(1)  These Rules may be cited as the Road Traffic (Rebate on Licence Fee for Excursion Buses) Rules 2003 and shall come into operation on 1st May 2003.
(2)  These Rules shall apply only to a bus which is registered as an excursion bus.
Definitions
2.  In these Rules —
“additional licence fee”, in relation to an excursion bus, means the additional licence fee payable under rule 37 of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) in respect of the excursion bus;
“licence” means a vehicle licence issued under Part I of the Act;
“licence fee”, in relation to an excursion bus, means the fee of the appropriate amount as specified in the Ninth Schedule to the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) payable for the issue or renewal of a licence for the excursion bus;
“relevant period” means the period from 1st May 2003 to 31st December 2003 (both dates inclusive).
Registrar may allow rebate on licence fee
3.—(1)  The Registrar may allow a rebate of 20% of the licence fee and the additional licence fee payable in respect of an excursion bus for the relevant period.
(2)  Where only part of the validity period of a licence for an excursion bus that is issued or renewed falls within the relevant period, the rebate referred to in paragraph (1) may be allowed only in respect of that part of the validity period of the licence and shall be computed on a pro rata basis.
(3)  Where a licence for an excursion bus is issued or renewed before 1st May 2003 and part of the validity period of the licence falls within the relevant period, the rebate for that part of the validity period of the licence may be refunded to the registered owner of the excursion bus only if he is also the registered owner of the excursion bus at the time the licence is issued or renewed.
