Order 2011
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (Nanyang Technological University Power-Assisted Bicycles Trial) (Exemption from Part II) Order 2011.
Definition
2.  In this Order, “power-assisted bicycle” means a bicycle —
(a)that is equipped with an electric motor;
(b)that may be propelled by muscular power or by the electric motor with which it is equipped, or by both;
(c)which is assembled and used by Nanyang Technological University for the Nanyang Technological University Power-Assisted Bicycles Trial experiment; and
(d)which is affixed with such seal, mark or other device in such manner as the Registrar may determine for the purpose of indicating that the bicycle is permitted to be used for the experiment.
Exemption
3.  Part II of the Act shall not apply to any power-assisted bicycle used on any road within the area specified in the Schedule, for the period from 1st July 2011 to 30th June 2012 (both dates inclusive), subject to the following conditions:
(a)the construction of the power-assisted bicycle must be similar to that of a conventional bicycle;
(b)the maximum power output of the power-assisted bicycle must not exceed 250 watts;
(c)the motor power of the power-assisted bicycle can only cut in when the rider of the bicycle starts to pedal, and must cut off when the speed reaches 25 km/h or when the rider stops pedalling;
(d)there shall be in force at all times when the power-assisted bicycle is being used, a policy of insurance in relation to the bicycle insuring against any liability in respect of the death of, or bodily injury sustained by, any person caused by or arising out of the use of the bicycle; and
(e)the Nanyang Technological University Power-Assisted Bicycles Trial experiment cannot be carried out on any footpath or footway within the area specified in the Schedule.
