(Exemption) (No. 2) Order 2017
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs makes the following Order:
Citation
1.  This Order is the Road Traffic (2017 FORMULA 1ᵀᴹ Singapore Airlines Singapore Grand Prix) (Exemption) (No. 2) Order 2017.
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“official label” means an official label issued by Singapore GP Pte Ltd;
“specified event” means any of the following events:
(a)the Fédération Internationale de l’Automobile Formula One World Championship 2017;
(b)the Ferrari Challenge Trofeo Pirelli Asia‑Pacific 2017;
(c)the FIA Track Test 2017;
(d)the Porsche Carrera Cup Asia 2017.
Exemption
3.—(1)  Subject to sub‑paragraph (2), rule 28 of the Road Traffic Rules (R 20) does not apply to any buggy when it is driven, parked or ridden on the footway on either side of the parts of Republic Boulevard, Raffles Avenue, Esplanade Drive, Fullerton Road, Stamford Road and Nicoll Highway shown in maps 1 to 4 set out in the Schedule, on any day from 14 September 2017 to 17 September 2017 (both dates inclusive) for the purpose of any specified event, if —
(a)an official label is displayed on that buggy; and
(b)there is in force in respect of that buggy a policy of insurance insuring the owner of that buggy, and a driver of that buggy, jointly and severally against any liability which may be incurred by the owner or the driver, in respect of the death of or bodily injury to any person caused by or arising out of the use of that buggy in Singapore.
(2)  The driver —
(a)must possess a valid Class 3 driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27); and
(b)must drive the buggy at a speed not exceeding 15 km/h on the footway.
