Road Traffic (Motor Vehicles, Registration
and Licensing) (Exemption) (No. 3) Order 2017
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:
Citation and commencement
1.  This Order is the Road Traffic (Motor Vehicles, Registration and Licensing) (Exemption) (No. 3) Order 2017 and comes into operation on 25 September 2017.
Definitions
2.  In this Order —
“Changi Airport Inter‑Terminal Shuttle Service” means the scheduled bus service that is operated by Woodlands Transport Service Pte Ltd under a contract with Changi Airport Group (Singapore) Pte. Ltd. for the carriage of passengers, free of charge, on a continuous basis between Changi Airport Terminal 2 and Changi Airport Terminal 4 only;
“exemption period” means the period starting from 25 September 2017 and ending at 11.59 p.m. on 31 March 2019;
“specified bus” means a private bus that is registered in the name of Changi Airport Group (Singapore) Pte. Ltd. and bearing any of the following vehicle registration numbers:
(a)PC6031R;
(b)PC6043G;
(c)PC6052E;
(d)PC6083R;
(e)PC6138S;
(f)PC6313C.
Exemption
3.—(1)  Subject to sub‑paragraph (2), rule 47(4)(a) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) does not apply to a specified bus while it is being used by Woodlands Transport Service Pte Ltd to operate the Changi Airport Inter‑Terminal Shuttle Service during the exemption period.
(2)  The exemption in sub‑paragraph (1) is subject to the following conditions:
(a)a specified bus must be retrofitted with handrails and handstraps in accordance with rule 85 of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9);
(b)there is in force, at any time a specified bus is being used to operate the Changi Airport Inter‑Terminal Shuttle Service, a policy of insurance in relation to all passengers (whether seated or standing) in the specified bus insuring against any liability in respect of the death of, or bodily injury sustained by, any passenger caused by or arising out of the use of that specified bus.
