(All-Terrain Litter Vacuum Trial — Exemption)
Order 2019
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:
Citation
1.  This Order is the Road Traffic (All-Terrain Litter Vacuum Trial — Exemption) Order 2019.
Definitions
2.  In this Order, unless the context otherwise requires —
“800 Super” means the company incorporated under the Companies Act (Cap. 50) as 800 Super Waste Management Pte Ltd (UEN 198601155H);
“mobile engineering plant” has the meaning given by rule 2 of the Road Traffic (Regulation of Speed) Rules (R 13);
“qualified person” means a person —
(a)who holds a valid Class 3 or 3A driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27); and
(b)who has been trained by Klenco (Singapore) Pte Ltd (UEN 197100402R) and authorised by 800 Super to operate the specified vehicle;
“specified area” means the area delineated in the First Schedule;
“specified period” means the period starting at 9.30 a.m. and ending at 11.30 a.m. on every Tuesday and Thursday from 12 August 2019 to 31 October 2019 (both dates inclusive);
“specified vehicle” means the mobile engineering plant (also known as the All‑Terrain Litter Vacuum) owned by 800 Super and used for road cleaning purposes.
Exemption
3.—(1)  Subject to sub‑paragraph (2), the written laws set out in the Second Schedule do not apply to or in relation to the specified vehicle that is used on any road within the specified area during the specified period.
(2)  The exemption under sub‑paragraph (1) only applies if —
(a)the specified vehicle is operated by a qualified person;
(b)an authorised employee of 800 Super accompanies the qualified person during the use of the specified vehicle;
(c)the qualified person conducts all relevant safety checks on the specified vehicle before each use;
(d)the qualified person drives the specified vehicle in a safe manner having regard to the safety of other road users; and
(e)there is in force during the specified period a valid insurance policy insuring against any liability in respect of death, bodily injury or damage to any property, caused by or arising out of the use of the specified vehicle.
