Order 2014
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (2014 FORMULA 1™ Singapore Airlines Singapore Grand Prix) (Exemption) (No. 3) Order 2014.
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“official label” means an official label issued by the Singapore GP Pte Ltd;
“specified event” means any of the following events:
(a)the Fédération Internationale de l’ Automobile Formula One World Championship 2014;
(b)the Fédération Internationale de l’ Automobile Masters Historic Formula One Championship 2014;
(c)the Porsche Carrera Cup Asia 2014;
(d)the President’s Challenge 2014.
Exemption
3.—(1)  Subject to sub‑paragraph (2), rule 28 of the Road Traffic Rules (R 20) shall not apply to any buggy —
(a)on which an official label is displayed;
(b)that is driven, parked or ridden on the footway on either side of the part of Raffles Avenue that is delineated in the map set out in the Schedule, for the purpose of any specified event from 19 September 2014 to 21 September 2014 (both dates inclusive); and
(c)in respect of which there is in force a policy of insurance insuring the owner of the buggy and the driver of the buggy jointly and severally against any liability which may be incurred by the owner or the driver in respect of the death of or bodily injury to any person caused by or arising out of the use of the buggy in Singapore.
(2)  The driver of a buggy referred to in sub‑paragraph (1) —
(a)shall possess a valid Class 3 driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27); and
(b)shall drive the buggy at a speed not exceeding 15km/h on the footway.
