Citation
1.  These By-laws may be cited as the Town Council of Pasir Ris (Penalties for Late Payment of Conservancy and Service Charges) By-laws.
Calculation of penalties for conservancy and service charges in arrears
2.  --(1) Subject to paragraph (2) where any conservancy and service charge payable by any tenant or owner to the Town Council in any month remains unpaid for one month after the charge shall have become due, the tenant or owner shall be liable to pay to the Town Council a penalty of 1% on the amount of the charge for each month of delay from the date on which the charge is first due and payable and to the date on which the charge is deemed to be fully paid.
(2)  The minimum penalty per month imposed on every outstanding conservancy and service charges under paragraph (1) shall be --
(a)$1 for 1-room flats;
(b)$2 for 2-room flats;
(c)$3 for 3-room flats;
(d)$4 for 4-room flats;
(e)$5 for 5-room flats, executive apartments, maisonettes and multi-generation properties (Type A/B/C); and
(f)$10 for Commercial properties.
(3)  For the purpose of ascertaining the date on which any conservancy and service charge is deemed fully paid under paragraph (1), all moneys tendered by any tenant or owner towards payment of conservancy and service charges will first go towards satisfaction of the longest outstanding charge, followed by the next in time and so forth in the order in which the charges were first imposed.

Application of payment
3.  The Town Council may, in its discretion, apply any moneys paid by the tenant or owner firstly towards the payment of the amount of any penalty payable under these By-laws and subsequently apply any balance thereof towards payment of any amount of outstanding conservancy and service charge.
Remission
4.  The Town Council may, in its discretion, remit wholly or in part any penalty payable under these By-laws.
