Notification 2022
In exercise of the powers conferred by section 23 of the Motor Vehicles (Third‑Party Risks and Compensation) Act 1960, the Minister for Transport makes the following Notification:
Citation and commencement
1.—(1)  This Notification is the Motor Vehicles (Third-Party Risks and Compensation) (Coast Cycles Pte. Ltd. — Exemption) Notification 2022.
(2)  This Notification is in force for the period between 21 February 2022 and 31 August 2024 (both dates inclusive).

Definitions
2.  In this Notification —
“Coast Cycles” means the company incorporated under the Companies Act 1967 as Coast Cycles Pte. Ltd. (UEN 201207655K);
“specified road” means any of the roads delineated by the black‑coloured lines in the maps set out in the Schedule;
“trial” means the trial conducted by Coast Cycles on the specified roads during the following times daily between 21 February 2022 and 31 August 2024 (both dates inclusive):
(a)from 9.30 a.m. to 11.30 a.m.;
(b)from 2.30 p.m. to 5 p.m.;
(c)from 8 p.m. to 10 p.m.;

“trial power-assisted bicycle” means a power-assisted bicycle that —
(a)has an unladen weight not exceeding 20 kilograms;
(b)has a width not exceeding 700 millimetres;
(c)has an electric motor with an aggregate maximum power output rating not exceeding 250 watts;
(d)has a maximum speed not exceeding 25 km/h when solely propelled by its electric motor; and
(e)is developed by Coast Cycles and used for the purpose of the trial;

“unladen weight” and “width” have the meanings given by regulation 3B(4) of the Active Mobility Regulations 2018 (G.N. No. S 251/2018).

Exemption for use of trial power-assisted bicycle
3.  Section 3 of the Act does not apply to any person who uses, or causes or permits any other person to use, a trial power‑assisted bicycle on a specified road during and in connection with the trial under the following conditions:
(a)the person using the trial power‑assisted bicycle (called in this Notification the user) is authorised by Coast Cycles to ride the trial power‑assisted bicycle;
(b)the user, when using the trial power‑assisted bicycle —
(i)complies with the rules in the Road Traffic (Bicycles) Rules (R 3) (except rule 13(1));
(ii)wears a bright‑coloured vest bearing the words “Coast Cycles Pte. Ltd.”; and

(iii)wears securely on his or her head a suitable protective bicycle helmet;
(c)only one trial power-assisted bicycle is used on a specified road at any time;

(ca)the charging of the batteries of the trial power‑assisted bicycle does not take place, at any time, on any road;

(d)there is in force, at any time the trial power‑assisted bicycle is used in connection with the trial, a policy of insurance in relation to the trial power‑assisted bicycle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the user); and
(ii)any property damage suffered by any person (other than the user),
caused by or arising out of the use of the trial power‑assisted bicycle;
(e)the risk under the policy of insurance mentioned in sub‑paragraph (d) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
