COVID-19 Resilience Certificate
and Medal Rules 2022
The President is pleased to approve the institution of a Certificate and a Medal to be respectively styled the COVID‑19 Resilience Certificate and the COVID‑19 Resilience Medal, the award of which are governed by the following Rules:
Citation
1.  These Rules are the COVID-19 Resilience Certificate and Medal Rules 2022.
Definitions
2.  In these Rules —
“Certificate” means the Certificate instituted and governed by these Rules;
“COVID‑19” means the infectious disease known as Coronavirus Disease 2019;
“Medal” means the Medal instituted and governed by these Rules;
“Minister” means any Minister in the Cabinet.
Designation of Certificate and Medal
3.—(1)  The Certificate is designated and styled the COVID‑19 Resilience Certificate.
(2)  The Medal is designated and styled the COVID-19 Resilience Medal.
Awarding authority for Certificate and Medal
4.  The Minister may award the Certificate and the Medal.
Eligibility for Certificate and Medal
5.—(1)  The Certificate may be awarded to a group of individuals who collectively contributed to Singapore’s fight against the COVID‑19 pandemic.
(2)  The Medal may be awarded to an individual who directly participated in Singapore’s fight against the COVID-19 pandemic.
(3)  The Medal may be awarded to an individual even if the individual is a member of a group that has been awarded the Certificate.
(4)  The Medal may be awarded posthumously.
Certificate — description
6.  A Certificate must bear —
(a)the words “COVID-19 Resilience Certificate”;
(b)the name or a description of the group that is awarded the certificate; and
(c)the signature of the Minister awarding the Certificate.
Medal — description
7.—(1)  The Medal consists of a silver disc embellished along its rim with 8 arrows pointing inward.
(2)  The obverse side of the Medal bears a crescent and 5 stars, encircled by the words “COVID-19” and “RESILIENCE MEDAL”.
(3)  The reverse side of the Medal bears the State Crest, encircled by the words “SG UNITED” and “STRONGER TOGETHER”.
(4)  The Medal has the design set out in the Schedule.
Medal — how worn
8.—(1)  The Medal is to be worn on the left side of the recipient’s outer garment suspended by a ribbon.
(2)   The ribbon has a red stripe at its centre, flanked on each side by a white stripe, a light turquoise stripe, and a dark turquoise stripe, in that order.
Publication of Certificate and Medal recipients
9.—(1)  The name or a description of a group who has been awarded the Certificate must be published in the Gazette.
(2)  The name of an individual who has been awarded the Medal must be published in the Gazette.
(3)  However, if a group and an individual have been awarded the Certificate and the Medal respectively for similar contributions, it is sufficient to publish the name or a description of the group in the Gazette.
Forfeiture of Certificate and Medal
10.—(1)  The Minister may forfeit a Certificate awarded to a group if the Minister considers that the group should not have been awarded the Certificate.
(2)  The Minister may forfeit a Medal awarded to an individual if —
(a)the individual is convicted by a court in Singapore of any criminal offence;
(b)the individual is guilty of misconduct or disloyalty to Singapore;
(c)the individual, being a public officer, is dismissed from the public service; or
(d)the Minister considers that the individual should not have been awarded the Medal.
(3)  The Minister may restore a forfeited Certificate or Medal.
Replacement of Certificate and Medal
11.—(1)  If a Certificate or Medal is lost, damaged or destroyed, the recipient may make a written report to the Minister.
(2)  If the Minister is satisfied that the circumstances justify the replacement of the Certificate or Medal (as the case may be), the Minister may approve the replacement at the recipient’s expense.
(3)  The functions of the Minister in this rule may be exercised by a Permanent Secretary.
