(Regulated Works and WSI Design Works)
(Amendment) Regulations 2025
In exercise of the powers conferred by section 72 of the Public Utilities Act 2001, the Public Utilities Board, with the approval of the Minister for Sustainability and the Environment, makes the following Regulations:
Citation and commencement
1.—(1)  These Regulations are the Public Utilities (Regulated Works and WSI Design Works) (Amendment) Regulations 2025 and, except for regulation 5, come into operation on 1 April 2025.
(2)  Regulation 5 is deemed to have come into operation on 31 December 2021.
Amendment of regulation 15
2.  In the Public Utilities (Regulated Works and WSI Design Works) Regulations 2018 (G.N. No. S 163/2018) (called in these Regulations the principal Regulations), in regulation 15(2) —
(a)in sub‑paragraph (a), delete “and” at the end;
(b)in sub‑paragraph (b), replace the full‑stop at the end with “; and”; and
(c)after sub‑paragraph (b), insert —
(c)accompanied by a fee of $1,100.”.
New regulation 17
3.  In the principal Regulations, after regulation 16, insert —
Fees for applications for administrative exemptions
17.—(1)  This regulation applies in relation to any WSI works that may result from any WSI design works carried out by a professional engineer.
(2)  An application under section 69A(1) of the Act for the Board to exempt a particular person from the operation of any of the following, in relation to any requirement for the WSI works mentioned in paragraph (1), must be accompanied by a fee of $950 for each requirement for which the exemption is sought:
(a)any provision of the Act (including any material, such as the PUB S&R Standard and the Singapore Standard SS 636:2018, incorporated by reference under section 72A of the Act);
(b)any provision of any standard or code of practice mentioned in paragraph 11 of the Second Schedule to the Act.
(3)  In this regulation —
“PUB S&R Standard” means the document known as “PUB’s Stipulation of Standards & Requirements for Water Fittings for Use in Potable Water Service Installations” published by the Board, as in force from time to time;
“Singapore Standard SS 636:2018” means the Singapore Standard SS 636:2018 known as “Code of practice for water services” published by the Enterprise Singapore Board, as in force from time to time.”.
Amendment of First Schedule
4.  In the principal Regulations, in the First Schedule, delete the Note.
Miscellaneous amendments
5.  In the principal Regulations —
(a)in regulation 2(3), replace “(Cap. 174)” with “1997”;
(b)in regulation 4(4)(b)(i), replace “Oaths and Declaration Act (Cap. 211)” with “Oaths and Declarations Act 2000”;
(c)in regulation 13(3)(b), replace “(Cap. 294)” with “1999”;
(d)in the Second Schedule, in paragraph 2, in the definition of “clearance certificate requirement”, replace “(Cap. 294)” with “1999”; and
(e)in the Second Schedule, in paragraph 2, in the definitions of “public sewerage system” and “works”, after “Sewerage and Drainage Act”, insert “1999”.
