Road Traffic
(Singapore T100 2025 —
Exemption) (No. 2) Order 2025

In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:

Citation and period in force

1.—(1) This Order is the Road Traffic (Singapore T100 2025 — Exemption) (No. 2) Order 2025.

(2) This Order is in force on 5 and 6 April 2025.

Definitions

2. In this Order —

“event” means the Singapore T100 2025 event organised by Tribob.com Pte. Ltd. on 5 and 6 April 2025;

“hours of darkness” means the time starting 7 p.m. and ending 7 a.m. the following day;

“motorised personal mobility device” has the meaning given by section 2(1) of the Active Mobility Act 2017;

“specified motor vehicle” means any motor vehicle other than the following:

(a)	a motorised personal mobility device;
(b)	a power-assisted bicycle;
(c)	a motorised wheelchair;
(d)	a mobility scooter;
(e)	an automatic detection device that has wheels and a motor and is constructed to drive itself;
(f)	a robotic machine designed to move and operate independently of human control when the computer that controls it is programmed;
(g)	a motor vehicle that is constructed to drive itself;

“specified road” means any road delineated by the black‑coloured lines in the map set out in the Schedule;

“Tribob.com Pte. Ltd.” means the company incorporated under the Companies Act 1967 as Tribob.com Pte. Ltd. (UEN 200312749K).

Exemption for riding bicycle

3. Section 120(3) of the Act, and rule 3(1) of the Road Traffic (Expressways — Excluded Vehicles) Rules 2010 (G.N. No. S 647/2010), do not apply to an individual riding a bicycle on a specified road during the event under the following conditions:

(a)

the individual is registered with Tribob.com Pte. Ltd. as a participant of the event;

(b)

the individual wears a suitable cycling helmet while riding the bicycle;

(c)

there is in force, at any time the bicycle is ridden in connection with the event, a policy of insurance in relation to the bicycle insuring against any liability in respect of —

(i)	the death of or bodily injury sustained by any person (whether or not including the rider of the bicycle); and
(ii)	any property damage suffered by any person (whether or not including the rider of the bicycle),

caused by or arising out of the use of the bicycle;

(d)

the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.

Exemption for driving specified motor vehicle

4. Section 120(3) of the Act does not apply to an individual driving a specified motor vehicle on a specified road during the event under the following conditions:

(a)

the individual is authorised by Tribob.com Pte. Ltd. to drive the specified motor vehicle;

(b)

the individual possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) authorising the individual to drive the class of the specified motor vehicle;

(c)

the individual must not drive the specified motor vehicle at a speed exceeding 10 km/h;

(d)

during the hours of darkness, the individual keeps the specified motor vehicle lit in a manner that is visible to other users of the specified road;

(e)

there is in force, at any time the specified motor vehicle is driven in connection with the event, a policy of insurance in relation to the specified motor vehicle insuring against any liability in respect of —

(i)	the death of or bodily injury sustained by any person (whether or not including the driver of the specified motor vehicle); and
(ii)	any property damage suffered by any person (whether or not including the driver of the specified motor vehicle),

caused by or arising out of the use of the specified motor vehicle;

(f)

the risk under the policy of insurance mentioned in sub‑paragraph (e) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
