(Fees and Charges)
(Amendment) Regulations 2025
In exercise of the powers conferred by section 47(1) of the National Library Board Act 1995, the National Library Board, with the approval of the Minister for Digital Development and Information, makes the following Regulations:
Citation and commencement
1.  These Regulations are the National Library Board (Fees and Charges) (Amendment) Regulations 2025 and come into operation on 15 April 2025.
New regulation 1A
2.  In the National Library Board (Fees and Charges) Regulations 2019 (G.N. No. S 54/2019), after regulation 1, insert —
Definitions
1A.  In these Regulations —
“Government‑aided school” means a school that —
(a)is established by any person other than the Government; and
(b)is in receipt of any grant‑in‑aid from the Government under the Education (Grant‑in‑Aid) Regulations 1982;
“Government school” has the meaning given by section 2 of the Education Act 1957;
“independent school” means —
(a)a school that is conducted by a governing board established by section 3(1) of the School Boards (Incorporation) Act 1990; or
(b)an educational institution that is set out in Part I of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1);
“Institute of Technical Education” means the Institute of Technical Education, Singapore established under section 3 of the Institute of Technical Education Act 1992;
“junior college” means —
(a)a junior college that is organised and conducted directly by the Government to provide full‑time pre‑university education;
(b)a junior college that is established by a person other than the Government and is conducted by a committee of management in receipt of a grant‑in‑aid from the Government to defray the costs and expenses of conducting the junior college to provide full‑time pre‑university education; or
(c)a centralised institute that provides full‑time pre‑university education;
“polytechnic” means a polytechnic established by a public Act;
“special education school” means an educational institution set out in Part II of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations;
“specified educational institution” means an educational institution set out in Part III of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations;
“specified private education institution” means —
(a)the LASALLE College of the Arts; or
(b)the Nanyang Academy of Fine Arts;
“specified school” means —
(a)a Government‑aided school;
(b)a Government school;
(c)an independent school;
(d)the Institute of Technical Education;
(e)a junior college;
(f)a polytechnic;
(g)a special education school;
(h)a specified educational institution; or
(i)a specified private education institution.”.
Amendment of Schedule
3.  In the National Library Board (Fees and Charges) Regulations 2019, in the Schedule —
(a)delete items 1, 2, 3 and 4;
(b)replace items 5 and 6 with —
 
“5.Registration as member of library for individuals who —
 
$10.69
 
(a)are not citizens of Singapore; and
(b)are not —
 
 
 
(i)below 21 years of age; and
(ii)students of a specified school
 
 
 
6.Membership of library for individuals who —
 
$3.82 per month or $43.60 per year”;
 
(a)are not citizens of Singapore;
(b)are not permanent residents of Singapore; and
(c)are not —
 
 
(i)below 21 years of age; and
(ii)students of a specified school
 
 
(c)in item 9, in the second column, replace “$7.15” with “$7.28”;
(d)in item 10, in the second column, replace “$1.05” with “$1.07”; and
(e)in item 11, in the second column, replace “$1.55” with “$1.58”.
