An Act to provide for the establishment of the Public Transport Council to provide for the licensing of bus services, bus service operators and ticket payment services, to regulate bus, taxi and rapid transit system fares and for matters connected therewith.

PART I

PRELIMINARY

Short title

1. This Act may be cited as the Public Transport Council Act.

Interpretation

2. In this Act, unless the context otherwise requires —

“bus” means a public service vehicle which is used on scheduled services and in which the passengers are charged separate and distinct fares;

“bus service licence” means a bus service licence issued under Part IV;

“Council” means the Public Transport Council established under section 3;

“fare”, in relation to a taxi, means the rate payable for hiring the taxi, and includes any surcharge approved by the Council as being payable for such hire;

“rapid transit system” has the same meaning as in the Rapid Transit Systems Act (Cap. 263A);

“public service vehicle” means a vehicle used or kept for use for the carriage of passengers for hire or reward, other than a vehicle constructed for use on fixed rails or specially prepared ways;

“taxi” means a public service vehicle having a seating capacity of not more than 6 persons (including the driver), which plies for hire on any road and is hired under a contract, express or implied, for the use of each such vehicle as a whole or for the use of 2 or more persons who pay separate fares.
