Singapore Family Planning and Population Board (Repeal) Act 1986

An Act to to transfer the functions of the Singapore Family Planning and Population Board to the Government and to repeal the Singapore Family Planning and Population Board Act (Chapter 168 of the Revised Edition) and to provide for matters incidental thereto.
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows:
Short title and commencement
1.  This Act may be cited as the Singapore Family Planning and Population Board (Repeal) Act 1986 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Interpretation
2.  In this Act —
“appointed day” means the date of commencement of this Act;
“Board” means the Singapore Family Planning and Population Board established under the Singapore Family Planning and Population Board Act (Cap. 168).
Minister to exercise powers of the Board
3.  The Minister shall have and exercise the functions, duties and powers of the Board under the provisions of the Singapore Family Planning and Population Board Act.
Dissolution of the Board and transfer to the Government of assets and liabilities of the Board
4.—(1)  On the appointed day, the Board shall cease to exist and all movable and immovable property vested in the Board immediately before that date, including all assets, rights, interests, privileges, liabilities and obligations of the Board shall be transferred to and shall vest in the Government without further assurance.
(2)  If any question shall arise as to whether any particular movable or immovable property has been transferred to or vested in the Government under subsection (1), a certificate under the hand of the Minister for Finance shall be conclusive evidence of the vesting of such property, movable or immovable in the Government.
Existing contracts
5.  All deeds, bonds, agreements, instruments and arrangements, subsisting immediately before the appointed day relating to the Board shall continue in force on or after that date and shall be enforceable by or against the Government as if the Government had been named therein or had been a party thereto.
Pending proceedings
6.  Any proceeding or cause of action pending or existing immediately before the appointed day by or against the Board may be continued and enforced by or against the Government.
Repeal
7.  The Singapore Family Planning and Population Board Act (Cap. 168) is repealed.
