The following Act was passed by Parliament on 16th August 2010 and assented to by the President on 31st August 2010:— |
Hostage-taking Act 2010 |

An Ordinance to amend the Central Provident Fund Ordinance (Chapter 150 of the Revised Edition). |
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: |
Short title and commencement |
Amendment of section 2 |
2. Section 2 of the Central Provident Fund Ordinance (hereinafter in this Ordinance referred to as the “principal Ordinance”) is hereby amended —

3. Section 4 of the principal Ordinance is hereby amended —

Amendment of section 6 |
4. Section 6 of the principal Ordinance is hereby amended by deleting subsections (3) and (4) thereof and substituting therefor the following: —

5. Section 7 of the principal Ordinance is hereby amended —

Amendment of section 10 |
6. Section 10 of the principal Ordinance is hereby amended —

New section 22A |
7. The principal Ordinance is hereby amended by inserting immediately after section 22 thereof the following new section: —

Repeal and re-enactment of section 23 |
8. Section 23 of the principal Ordinance is hereby repealed and the following section substituted therefor: —

9. Section 24 of the principal Ordinance is hereby repealed and the following section substituted therefor: —

Amendment of section 25 |
10. Subsection (1) of section 25 of the principal Ordinance is hereby amended —

Amendment of Schedule |
11. The Schedule to the principal Ordinance is hereby amended by deleting the expression “No contribution is payable in respect of the wages earned for the period of one month following the first day of employment. Thereafter the contributions payable are as follows:—” appearing in the third, fourth and fifth lines thereof and substituting therefor the expression “The contributions payable are as follows:—”. |
Payment of moneys from the Consolidated Fund |
12.—(1) No moneys shall be withdrawn from the Consolidated Fund except in the manner provided by this section.

(4) The Minister may by warrant under his hand authorise the issue from the Consolidated Fund of sums to be applied for the purposes for which funds shall have been appropriated by or in accordance with the provisions of any written law authorising the raising of a loan and such sums shall be accounted in the Consolidated Loan Account. |
Payment of moneys from Government funds |
13. Unless it is expressly provided to the contrary in any law creating any fund, the Minister may by warrant under his hand authorise the issue from any such fund of sums sanctioned for expenditure therefrom by inclusion in estimates laid before Parliament and approved by resolution thereof. |
Payment of moneys from deposit accounts |
14. The Minister or any person specified under the provisions of subsection (3) of section 8 in respect of any deposit account or class of deposit accounts may withdraw moneys accounted therein for the purposes of such account. |
Consequential amendment to Banking Act |
15. Part III of the Third Schedule to the Banking Act (Cap. 19) is amended by inserting, immediately after the words “the Goods and Services Tax Act (Cap. 117A),” in the definition of “specified written law”, the words “the Hostage-Taking Act 2010,”. |
Consequential amendment to Penal Code |
16. Section 364A of the Penal Code (Cap. 224) is repealed. |
Consequential amendment to Road Vehicles (Special Powers) Act |
17. Paragraph 1 of the Schedule to the Road Vehicles (Special Powers) Act (Cap. 277) is amended by inserting, immediately after sub-paragraph (d), the following sub-paragraph:
