An Act to establish a National Records Centre for the purpose of providing for the custody and preservation of public records of Singapore. |
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: — |
Short title and commencement |
1. This Act may be cited as the National Records Centre Act, 1967, and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint. |
Interpretation |
2. In this Act, unless the context otherwise requires —

Establishment of National Records Centre |
3. There shall be established a National Records Centre, wherein shall be stored and preserved public records. |
Appointment of Director |
Establishment of a Records Committee |
5.—(1) There shall be established a Records Committee, which shall consist of the Director as Chairman and five other members to be appointed by the Minister.

Appointment of officers |
6. The Minister may from time to time appoint such officers as are necessary to assist the Director in the carrying out of his functions under this Act. |
Transfer of public archives and intermediate public records |
7.—(1) Any public archives and any intermediate public records which in the opinion of the Director are of sufficient value to warrant their preservation shall be transferred to the Centre.

Return of illegally removed public records |
8. The Director shall demand in writing and take steps for the return of any public records belonging to the Government that have been illegally removed from official custody. |
Destruction or disposal of public records only on authority of Director |
9.—(1) No person shall without the consent of the Director destroy or otherwise dispose of, or authorise the destruction or disposal of, any public records which are in his possession or under his control.

Inspection of public records |
10.—(1) No person, who is not an officer of the Centre, may inspect any public records, other than public archives, which have been transferred to the Centre without the written authority of the Director.

Certified copy of public records |
11. Any copy of a public record which is certified by the Director as a true copy of the original document shall be admissible in a court of law. |
Delegation of Director’s powers |
12.—(1) The Director may from time to time delegate in writing subject to such conditions as he may specify, any of his powers under this Act, and any person to whom those powers are delegated may exercise those powers in the same manner and with the same effect as if they had been conferred on him by this Act.

Reproduction of public records |
13.—(1) No person shall publish or reproduce the whole or any part of the contents of any public records which have been transferred to the Centre except with the written consent of the Director and in accordance with such conditions as may be imposed by the Director or the person from whom they were acquired.

Prohibition of export of public records |
14. No person shall without the written permission of the Director take or send out of Singapore any public record. |
Regulations |
15.—(1) The Minister may make regulations for any matter which may be prescribed under this Act and generally for the better carrying out of the objects and purposes of this Act.

Penalties |
16. Any person who contravenes any of the provisions of this Act shall be guilty of an offence and shall be liable on conviction to a fine not exceeding one thousand dollars or to imprisonment for a term not exceeding six months or to both such fine and imprisonment. |
